Hauptaufgaben
Sells postage and money orders, and process mail for dispatch. Accountable for and manage a flexible stamp and monetary stock valued from $1000 and up depending on population usage and money orders valued at $100,000. Sells postage for various classes of mail and various mail services. Assure proper packing, wrapping, and sealing of letter mail and packages. Advise patrons on domestic and international mail regulations, procedures, services, and fees. Advise customers of customs procedures and help them prepare appropriate forms for mailing items subject to customs examinations. Conduct closeout procedures on the Retail System Software (RSS), postage validation imprinter, and the debit/credit machine. Process postal claims, complaints, and inquiries. Keep the PSC lobby and other common areas clean and adequately supplied. The work requires broad knowledge of an accounting or other financial management practices, and procedures, and policies related to the specific Postal Finance functions. Work requires skill in using the Automated Military Postal Service (AMPS) to input, access, and output bar code scanned data. Process and deliver incoming, Personal Registered, Certified, Insured, Express, and other various Extra Service articles personally through the window to the addressee/authorized agent and to various organizations and mailrooms designated mail orderlies and mail clerks. Inspect outgoing accountable mail for mailability and process for shipment in accordance with DOD Regulatory guidance. Required to maintain 100% accountability of all Personal Registered Mail. Work requires skill in using a computer terminal to input, access, and output bar code scanned data. Knowledge of procedures and regulations for the control and processing of various types of mail (for example, certified, insured, express), sufficient to preparation and dispatch of various kinds of outgoing materials with differing processing procedures is required. Conduct various mail handling functions in the Postal Service Center (PSC, Official Mail Section). Work involves handling, screening, and processing incoming and outgoing mail (except official registered) to include delivery, sorting, weighing, and metering mail. Required to maintain accountability and security of official mail accounts and United States Postal Service (USPS) postage stamps and appropriated postage funds. Monitors and submits serviced organization-delivery and postage-meter reports to higher headquarters by daily average, weekly, monthly, and quarterly basis. The incumbent documents, transfers, and safeguards official mail according to regulatory guidance in DoD 4525-8-M, AR 25-51, DoDI 4525.09Army in Europe Regulations 25-51 and 600-8-3. Collects and delivers mail and publications within buildings for organizational elements sharing building occupancy. Collects and delivers insured, certified, and express mail. Signs receipts and obtains receipts when picking up and delivering accountable mail. Responsible for the correct placing of hazardous and dangerous materials in staging locations using proper handling, stacking and storing procedures for maximum safety. Discards packing materials in accordance with established procedures for recycling, reuse, or disposal. Receives, unloads, and processes incoming shipments of mail trays, parcels and sacks to include specialized bulk deliveries, via various modes of transportation. Assemble and group parcels and sacks according to class of mail, and as necessary, into subgroups upon opening of sacks, which may be based on mail class, condition, size, and Extra Service provided. Unpacks mail sacks and break-down contents as required and stage in designated areas. Must load various types of transport vehicles from a small automobile up to a 40 foot trailer safely and properly sequentially loads trailers for multiple stop deliveries if applicable. Ensures mail loads are properly secured and protected from adverse weather. Efficiently loads all mail materiel to avoid unnecessary damage or delays and to meet the shipping schedule. Skill and ability to use automated materials handling equipment, hand carts, conveyors, dollies etc. Basic knowledge of the functions and organizational structures of serviced units and a knowledge of mail processing and control procedures to sort mail to major distribution points, most of which have subordinate elements, requiring knowledge of functions performed within the subordinate elements in order to properly sort based on incomplete address. Knowledge of Hazard Characteristic Coding procedures as they pertain to the handling and storage of hazardous material. Knowledge of proper storage, stacking and palletizing of mail to avoid potential safety hazards. Knowledge and skills to properly load material to avoid damage during transit, loading and unloading. Knowledge of postal equipment to include metering devices and related components (to include but not limited to (RSS, AMD, printers, safes, etc.) and the ability to maintain and operate such equipment. Operate a customer service window for package delivery and other oversized articles that will not fit in mail receptacles. Checks identification of patrons, screen delivery notices and retrieve mail article from the storage location and scan bar-coded articles if applicable as delivered. Work involves heavy lifting and moving of heavy objects from high and low levels of shelving units. Mail articles may be transported by hand or use of rolling carts depending on the distance from the storage location to the service window. Process inquiries, provide assistance, prepares reports and file various postal service forms for notification to customers; issues receptacles, combinations, and instructions to personnel authorized Military Postal Service. Responds to customer inquiries concerning undeliverable, forwarded, or returned to sender mail and determines the ultimate destination of mail that was returned for directory assistance. This requires constant updating of rosters and files. Process shipping documents received to include signing receipts. Performs technical and clerical work in support of the scanning requirements associated with AMPS Mobile Device (AMD). Operates a mini hand held scanner designed to capture bar coded label information. System is designed to tie in with the Military Automated Mail Processing System during uploads of the captured data into the automated system from the respective bar-coded article. Participates in mail inventories associated with the AMD and generate package barcode labels for the corresponding storage shelves.

C-05:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
E&T Level III and above: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.
• Applicants must be in possession of a German driver's license class B.
• Applicants must be able to obtain and maintain a military driver's license.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 required.
