Hauptaufgaben
As Quality Assurance Specialist (Subsistence), ensures the quality, safety, and protection of all food subsistence procured by the Department of Defense (DOD) for the U.S. Army Public Health Command Europe (PHCE) in various locations throughout Europe. Serves as an important member to maintain the continuity of inspections by training incoming military personnel at VFIO-VBK and ensuring a smooth transition.
Inspects all commodity types of subsistence (including, but not limited to: eggs, seafood, beef, pork, dairy, and fresh fruits and vegetables) to insure compliance with identity, condition, and quality specifications, i.e. USDA, USDC, EU, etc. Calculates percent defective of non-conforming subsistence and reports findings to DeCA Management Representatives and the Supervisor.
Performs closed and open-package inspections of subsistence recognizing different types and stages of early food deterioration, such as signs of discoloration, freezer burn, dehydration, temperature abuse, i.e. thawing and refreezing, melting, swollen packages, etc. QA determines the appropriate disposition recommendations concerning deteriorative products seeking confirmation from Supervisor for all cases. Completes and submits required food inspection reports to transportation manager of findings. Complies with the DOD and Local Subsistence Recall Program procedures.
Places recalled products on 'medical hold' and informs ALFOODACT findings to the Supervisor and Food Safety Officer. Inventories all products placed on 'medical hold' daily until properly disposed.
Calculates remaining shelf life of subsistence for contractual compliance and suitability of products for further storage and shipments to DeCA food establishments. Calculates percent defective of non-conforming subsistence and reports findings to DeCA Management Representatives and the Supervisor. Performs shelf life extensions of subsistence products in accordance with DeCA policy and US Army regulations to reduce the financial loss to the U.S. government. Complies with all Food Sample Management program procedures. Determines serviceability of subsistence following a refrigeration failure to prevent unsafe products being shipped to DeCA facilities.
Investigates the validity of customer complaints of subsistence to identify and prevent/recall non-conforming products from the food supply system. Records photographic evidence of nonconforming subsistence. Inspects subsistence to detect pest infestation/damage of subsistence.
Prepares insect specimens for submission to Landstuhl Regional Medical Center Entomology, if required. Prepares necessary reports and documents in the event of customer complaint or unfit subsistence, including but not limited to Quality Assurance Representative's Correspondence (MEDCOM817).
Works with other civilian and Veterinary Food Inspection (VFI) personnel to conduct Category II (Receipt) and Category III (Surveillance) inspections of subsistence delivered to and shipped from KCS. Determines whether subsistence requiring DOD directory listing is from an approved source. Verifies receipt of accurate health certificates. Records sampling plans (that are representative of the lot) for the inspection of subsistence following SOP's. Extracts information from assembled inspection data packets (IDP). Reports unapproved production plants and unapproved sources to Food Safety Officer in accordance with established standing operating procedures (SOP).
Performs inspections of conveyances and storage rooms for sanitation, ambient (air) temperature compliance, product temperature compliance, and any evidence of intentional tampering. Immediately notifies the Accountable officer and Contracting Officer of the facility of indications of suspected transport manipulation or food manipulation. Determines temperature compliance of subsistence in transit by reviewing data recorders. Notifies the DeCA transportation officer and Supervisor of any shipment that arrives without temperature recordings.
Requests from carriers (in coordination with Supervisor and DeCA transportation representative) the digital temperature logs of all conveyances delivered without recorders. Reviews digital recordings and determines transit temperature compliance. Alerts DeCA management and Supervisor of final temperature compliance/non-compliance after reviewing digital temperature logs. Justifies rejection decisions to insurance agents if the temperatures of different foods deviate from the required temperatures. Complies with directions given by the Supervisor to preclude the entry of suspected tampered products into the DOD food supply system. Requests from carriers in coordination DeCA transportation chief the digital temperature logs of all conveyances delivered without recorders.
Reviews digital recordings and determines transit temperature compliance. Alerts DeCA management of final temperature compliance/non-compliance after reviewing digital temperature logs.
Performs other duties as assigned.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
C-6a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level III: 3 years of creditable experience as defined in B below.
E&T Level IV: 2 years of creditable experience as defined in B below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Office Automation skills required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency Level AND German Language Proficiency Level C1 required.
