Hauptaufgaben
Serves as administrative expert for financial related matters for Resource Management (RM).
Works independently as the primary advisor for General Funds Enterprise Business System (GFEBS) GRC in the Financial Cell, Resource Management Division (RMD). GFEBS is a complex, highly configurable, commercial-off-the-shelf automated information system that integrates and standardizes financial businessprocesses across the entire Army, including Procurement, Reimbursable, Cost and Financial Accounting. It is the automation platform that enables the Army to prosecute budget and financial accountability and planning for its strategic logistics mission to provide materiel and worldwide support to the warfighter, to include the full spectrum of health care missions. As a team member, the specialist is the lead resource person and expected to carry out work assignments independently. Coordinates with higher headquarters (AMLC, CECOM) and provides expert advice and guidance to decision makers on GFEBS Roles, Initiates and/or participates in management meetings and conferences to develop policies, standards and procedures for financial management business processes related to GFEBS. Keeps leadership informed of current developments regarding separation of duties and the impact on the processes within the organization. As an administrative specialist, employee provides expertise to others within the group and throughout the activity on unique and controversial problems. Develops user roles and the associated access to the system that a user receives based on those roles for the GFEBS Project. Analyses end user needs, determines financial and system functional requirements and implementation.
Same functions as described above as GCSS Army Access Admin for Finance, the nontactical supply system used by Army Functions as lead for the Dormant Account Review for USAMMCE (DARQ). Incumbent takes the lead for USAMMCE's DARQ in compliance with USAFMCOM. Monitors open obligations of prior and current FY. Conducts research and initiates corrective actions intern to resource management employees as well as with other USAMMCE key players. Compiles KSD packages if required and coordinates with the respective key players and AMLC to ensure all deadlines and requirements are met.
Will be RM's key person for Management Internal Control Program (RMIC) and assists staff members in evaluation of their internal control systems. Develops and prepares local Standard Operating Procedures (SOPs), briefings, etc., to ensure adequate internal controls are in place to prevent fraud, waste, and abuse within RM. Responds to audit requests within the given timeframe.
Overviews the Center's Agreements Program as Agreement Coordinator while retaining oversight on agreements relating/including direct agreements, and external agreements, involving this Center's support. Ensures timely administration is executed and ensures financial and organizational aspects are documented in the respective agreements to fulfill the requirements, coordinates and discusses with internal and external counterparts to finalize the agreement packages and takes the lead for the implementation of G-Invoicing, the new automated process for agreements. Will request legal opinion or review if needed. Will track execution at least quarterly.
Conducts web-based research related to assigned special studies, projects, or tasks. Performs reviews/assessments/analyses of guidance to determine and measure the results and impacts of Command
work processes, procedures and business practices, develops plans and programs and provides recommendations for improvement. Plans briefings on accomplishments utilizing a variety of presentation media and software applications. Determines on best method for presentation, considering level/rank of audience, purpose of presentation and desired results.
Performs other duties as assigned.

Experience A:
Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B:
Experience in the same or similar line of work as the job for which considered.
The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position.
The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.
The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level B2

TDY:
The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel) within Germany.
Telework:
Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis.
This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
Developmental Position,
may be filled at the C-06, C-6a or at the full performance level, C-07.
The incumbent may be non-competitively promoted to the next higher or
full performance level in accordance with regulatory requirements,
upon completion of required training, and recommendation of Supervisor.
