Hauptaufgaben
Assists the Maintenance Manager in his/her daily activities of managing the Maintenance Activity Kaiserslautern with primary focus on developing maintenance policies/procedures for the maintenance support division, planning and implementing local policies/procedures to be followed by supported subordinate shops in accomplishment of Organizational, FM (Field Maintenance), SM (Sustainment Maintenance) or even limited Depot Level maintenance. In addition, supervises the activities of the Supply and Production Control Division of the Maintenance Activity Kaiserslautern. Within this context performs the following duties:
Conducts continuing analyses of maintenance activities by daily observation of work shops; reviews and analyzes statistical data and reports in order to determine if program objectives have been met in the most efficient and effective manner and to determine if and where adverse trends are developing. Initiates studies concerning effectiveness of maintenance within units supported and within the maintenance support division; analyzes findings; and initiates corrective action. Identifies needs for facility improvements or modernization. Prepares and provides reportable data to higher headquarters. Plans and develops short range and long-range work projects, observes and analyzes maintenance programs, and develops and implements changes required to accomplish the maintenance projects. Assesses, initiates and approves requests of local purchase for potentially Long Lead Items requested. Develops local safety precautions and disseminates procedures, and ensures employees are trained appropriately. Actively supports the ISO 9001 ser. certification / re-certification process, as well as the Management Internal Control Process (MICP). Serves as Approving Official for the Government Credit Card Program for MAK and is the prime advisor for regulatory local purchase requirements. Applies knowledge and experience of local procurement policies and procedures in obtaining and controlling contractual maintenance, repairs, services, including the procurement of repair parts for all categories of vehicles and equipment. Controls and manages all related equipment (FM, SM, DMF, NMP, MHE and others) assigned or belonging to MAK with an average of 250ea, est. $ 10,000.000 plus worth on a daily basis. Mission control is required to be performed for on-and off-site repairs, i.e. ROB, Daennerkaserne, Miesau, Wackernheim etc..
- Assigns special projects and coordinates work within the Maintenance Support Division, with installation staff activities, and with units supported. Renders assistance and guidance on management and technical operational problems internally and to units supported. Performs inspections and assistance visits to subordinate units and supported activities to assist them in solving maintenance or operating problems. Recommends improvements or preventive maintenance, clarifies maintenance policies and determines maintenance support requirements. Observes shop work in progress; inspects for compliance with policy and program requirements concerning quantity, quality and safety of work performed. Evaluates adequacy of performance of facility equipment and utilization of personnel.
Establishes, implements, and reviews overall maintenance methods and procedures for the effective planning of budgetary requirements. Reviews and evaluates fund estimates; develops budget estimates based on requirements and ensures that operations and programs are accomplished within budget allowances. Evaluates program accomplishments against program objectives and goals; prescribes improved trade practices for shop implementation and provides automated reports as applicable and required. Furthermore, monitors, processes and closes out MIPR's (Military Interdepartmental Purchase Requests) IAW applicable agreements and regulations.
Supervises a Maintenance Activity Division, consisting of 2 branches and approx. 30-40 personnel assigned, engaged in production control, statistical and technical supply functions. Ensures close coordination and co-working amongst Production Control and Supply Branch personnel in order to ensure maximum support for the various maintenance elements of MAK. In addition to planning regular work assignments, prepares plans and schedules to meet substantial changes in workload; justifies revisions in staffing levels, work priorities and deadlines. Develops and reports to higher management estimates of budget requirements. Assigns work to employees based on selective considerations of such factors as the difficulty and requirements of assignments; availability, capability and special qualifications of employees and workload. Develops and issues written instructions and standard operating procedures and ensures compliance. Reviews work and accepts or rejects work or products. Keeps employees informed on management goals and objectives, as well as of changes in regulations, policies, and procedures governing the work. Prepares formal requests for personnel actions to fill vacancies, detail, reassign or promote employees. Makes selections of employees from lists of eligible. Approves and disapproves leave. Receives and resolves first level grievances and complaints. Develops performance plans and appraises performance. Counsel's employees regarding their progress in meeting performance requirements, or actions needed to meet standards. Initiates minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies employee training needs, locates sources, and initiates training requests. Serves as GCSS-Army Administrator for the entire MAK and is responsible to prepare and submit any issues via applicable reports to HHQ's.

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 4 years of job related experience as defined below.
E&T Level III B and C: 4 years of job related experience as defined below.
E&T Level IV A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 3 years of job related experience as defined below.
E&T Level IV D: 3 years of job related experience as defined below.
E&T Level IV B and C: are not creditable for positions in this occupational series.
E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; PLUS 2 years of job related experience as defined below.
Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.
Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.
Training: Selectee must complete mandatory training, as directed.
• German driver's license class B desired.
• Office automation skills are required.
• GCSS-A (Global Combat Support System - Army) skills required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C1 required.
