Hauptaufgaben Assists in the execution and management of the Human Resources program. Serves as point of contact for all civilian personnel management activities and related actions for the 102nd Signal Battalion. Conducts analytical surveys, special research projects, reports, and provides advisory services on procedures related to civilian personnel administration to include budget estimating formulation, and execution. Identifies, analyzes, and makes recommendations to resolve problems and situations in personnel, civilian awards, organizational structure, and/or administration. Initiates, controls, and coordinates submission of personnel actions through the Civilian Human Resources Service Center, Civilian Human Resources Agency, and the 2nd Signal Brigade to ensure timely processing of actions. Provides advice to managers on civilian personnel issues, management, hiring freezes, budget restraints, use of over hire positions and numerous other technical personnel issues. Independently advises employees of policies, procedures, entitlements, and provides assistance to resolve a myriad of problems encountered. Serves as Human Resource liaison between the servicing CHRSC/CHRA and management on a wide range of personnel related matters. Coordinates all personnel actions through CHRSC/CHRA /102nd Sig Bn/2nd Sig BDE and clarifies discrepancies. Reviews personnel action documents for accuracy prior to submission through AutoNOA or DCPDS to ensure correctness and timelines of actions. Interpret, analyzes and informs management officials and employees of new/revised operational procedures. Manages and provides comprehensive program guidance and advisory responsibilities to managers and rated employees regarding the DPMP (Defense Performance Management and Appraisal System), Civilian Sponsorship Program, and Civilian Awards Program. Ensures management officials of civilian employees are trained to perform duties according to appropriate Department of the Army guidance. Responsible for initiation, development, and providing training program(s) instruction. Responsible for compilation of statistical data and reporting relevant information to 2d Signal Brigade. Provides assistance and training to civilians and military on the Defense Travel System. Maintains and controls the Table of Distribution and Allowances (TDA) for the Battalion activities. Coordinates all civilian personnel actions as a basis for the manpower utilization and requirements report. Conducts management studies to determine impact of over hire positions, vacancies, budget constraints, and appropriate utilization of resources according to manpower documentation of civilian requirements/authorizations. Analyzes manpower data and staffing trends to ensure optimal recommendations are made to Comptroller and managers/supervisors regarding recruitment of workforce. Studies and interprets command manpower instructions and formulates policies and procedures for local adaptation. Analyzes new manpower authorizations, regulations and documents, and evaluates the impact on the organization. Reviews and analyzes request for manpower changes and supporting documents submitted by management, discusses extraneous or inappropriate statements with originators, develops constructive recommendations and proposal. Based upon analysis of findings and thru coordination with management computes authorized military and civilian strength and determines applicable grades for military personnel of all organizational elements, based upon established guidelines and procedures. Studies staffing guides, standing operating procedures and related materials, as well as workload data and prescribed yardstick codes, to evaluate requests for additional spaces, conversion from military to civilian spaces and vice versa, and personnel required for newly assigned functions. Suggests ways and means to solve problems created by the non-critical situations and to assure proper operation of 102nd Signal Battalion headquarters and activity under survey, and furnishes supporting information and data. Responsible for coordination and guidance of special programs to include physicians comparability allowance, recruitment and retention allowances, advanced in-hire rates, overseas tour extension program,, and works council coordination of all local national actions. Appointment as the liaison between the works councils within the Battalion and the Battalion commander, requiring frequent informal translation and representing management interests. Performs other duties as assigned.
