Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to fulfill each essential duty satisfactorily.
Supervises a wide range of administrative functions within the HR discipline at the program level. Adopt, implement, and manage program HR functions by providing expertise, mentorship, leadership and direction to all subordinates within department. Work with HR Manager and staff to improve and create required program policies and procedures to ensure processes are governed by PM-approved doctrine. Provide oversight for various departmental functions, such as performance management, staffing and promotions (internal mobility), leave requests, benefits, badging and visa applications, LOA processing, HRIS, and candidate management processes. Coach employees in their professional career development and process improvements. Coordinate and direct the work plan for assigned staff. Create and maintain technical HR related reports in identification of trend analyses; monitor turnover rate and retention rate. Refine metrics and reporting systems to track effectiveness of HR Initiatives across contract. Assist in the module design, development and presentation of training such as Sexual harassment, Diversity, Communications, Performance Documentation and other training initiatives identified by the company. Work closely with other leaders to assist in the coordination and communication of various activities for the program. Responds to inquiries about policies and procedures from other staff members. Foster an environment of teamwork, respect, competence, and accountability. Summarize updates for weekly reports and staff meetings. Report to the HR Manager and provide consistent updates on need-to-know information. Performs other duties as assigned.
Qualification & Experience Requirements: The requirements listed below are representative of the knowledge, skills, and/or abilities required.
High school diploma or equivalent required. Bachelor’s degree preferred. 5 years of human resources experience required. Prior leadership experience desired. Must be able to meet and maintain all base access security requirements.
Specialized knowledge and skills:
Must be able to speak, read, write, and understand English. Must have strength in multi-tasking while practicing data integrity and document quality. Must be able to influence without direct authority through building effective partnerships throughout the organization. Must be able to conduct oneself in a professional and courteous manner and display a consistent positive attitude. High level of interpersonal skills to handle sensitive and confidential situations and
documentation.
Must be able to exercise discretion, good judgment, and solid decision-making skills. Must be able to handle confidential company and employee information with complete discretion. Must have high-level organizational and planning skills, so that workflow is managed efficiently and accurately. Must be proficient in the use of MS Office, with an emphasis in Excel and PowerPoint. Experience supporting government OCONUS contracts and experience working with a multinational workforce is preferred.
