This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. Hauptaufgaben Incumbent is responsible for quality and quantity of work operations of non-supervisory personnel assigned to crew as well as effective on-scene coordination with multiple outside agencies (military and host nation). Individual tasks assigned and competencies required are those defined for a fire officer 1 per applicable International Fire Service Training Association (IFSTA) manuals (Essentials of fire fighting, Fire Department Company Officer) and current edition National Fire Protection association (NFPA) 1021, ?Standard for Fire Officer Professional Qualifications? and 1002 for a Firefighter Work is complicated by the fact that U.S. Army fire departments frequently respond jointly with Host Nation Fire Departments, which are operating under different codes and guidelines, using different equipment. For combined responses, Incumbent has to directly interact with host nation responders and must, additionally to the competencies described above, posses a thorough knowledge of host nation policies, protocols, procedures and equipment. Incumbent usually directs emergency response activities independently at the scene. Tasks include fire fighting, rescue salvage and overhaul, as well as communication and evacuation of occupants and removing supplies. Next higher level supervisor usually is only called in at major incidents, if not tied to overall military command. Ensures that procedures and techniques of firefighting operations, training, equipment maintenance, fire prevention, as prescribed by NFPA, DoD, DA, MACOM and installation directives and manuals are followed. Develops and executes plans, schedules proper resources (human and material), makes assignments and directs routine and emergency operations. Establishes an initial command location and directs all communications from the incident site. Work is reviewed for general adequacy and responsiveness to emergency situations. Guidelines include recognized standards on firefighting techniques and procedures, National Fire Protection Standards, applicable host nation safety standards and regulations, local rules and regulations, of the Fire Chief, and operating manuals for equipment. Decisions include placement and utilization of apparatus, equipment, and personnel. Determines the need to re-call additional staffing, request mutual aid, and/or resources from other support organizations. Makes decisions regarding isolation or evacuation of personnel from the emergency area and the distances affected. Responsible for all concurrent operations relating to the emergency, releasing of information, related reports and notifications while performing the Incident Commander duties. Decisions affect directly health life and safety of victims as well as firefighters assigned. Judgment is also required when making deviations from guidelines based on circumstances at the scene of a fire, bomb threat, riot, etc. Responds as a crew chief, responsible for effectiveness of the specific response to hazardous material incidents at operations level. While exercising command duties crew chief is expected to be a working member of response team. The crew chief employs hazard and risk assessment techniques to complete initial incident analysis by surveying the incident to identify the materials involved, determines whether hazardous materials have been released, and evaluates the surrounding conditions. Collects hazard and response information from material safety data sheets (MSDS), (United Nations/North American (UN/NA) identification numbers, other reference publication available, or hazardous material placards and uses various detection meters to identify quality and quantity of released substances. Predicts the likely behavior of a material and container; and estimates the potential harm to people and the environment. Establishes communication with responsible agencies to gain qualified assistance and additional technical guidance plans and initiates the initial response within the capabilities and competencies of available personnel, personal protective equipment, and control equipment. Implements the response by establishing and enforcing scene control procedures, including control zones and decontamination, utilizing hazardous material response equipment and supplies including protective clothing, breathing apparatus, dry and extinguishing chemicals, and decontamination agents and equipment. Evaluates the success and effectiveness of on-going response actions. Responds as a lead fire fighter (crew chief) member to weapons of mass destruction incidents involving harmful application of CBRNE (Chemical, biological, nuclear, radiological and explosive) agents at operations level. Individual tasks assigned and competencies required are those defined per applicable current edition NFPA codes 472 and 472 upcoming DoD standards and SBBCOM defined competency levels for a first responder at operations level. The firefighter employs hazard and risk assessment techniques to complete initial incident analysis by surveying the incident to identify the materials involved, determines whether hazardous materials have been released, and evaluates the surrounding conditions. Those highly complex detection devices may contain radiological sources. Coordinates directly with supporting mutual aid host nation responders. Work is complicated by the fact that WMD is not a recognized mission in Germany responders can only provide support and have only limited training in the specific hazards (i.e. secondary devices) of such a response. Predicts the likely behavior of a material and container; and estimates the potential harm to people and the environment. Establishes communication with responsible agencies to gain qualified assistance and additional technical guidance plans and initiates the initial response within the capabilities and competencies of available personnel, personal protective equipment, and control equipment. Implements the response by establishing and enforcing scene control procedures, including control zones and decontamination, utilizing hazardous material response equipment and supplies including protective clothing, breathing apparatus. Establishes mass decontamination site for victims involved to include setup and operation of a mobile shower system while establishing accountability for involved victims and coordinates with other responding agencies such as fire departments, EMS providers, local and military police. Plans work to be accomplished by subordinates, set priorities, prepares and executes schedules for completion of work, and evaluates performance to ensure timely completion. Communicates orally and in writing keeping higher-level supervisors informed as to the schedules and progress accomplished. Assists or prepares completed reports involving special projects as assigned by the supervisor. This includes but is not limited to code research about specific requirements, developing an implementation plan for the specific department including equipment, training and documentation requirements, performing applicable market research and initiating contracts. May be required to serve as COR for specific contracts. Drafts specific standard operating procedures for and implementation guidelines related to those projects. Reviews, prepares and updates response plans and procedures, as assigned by the fire Chief. Provides recommendations to higher levels of supervision for appointment, promotion, retention, and reassignment. Keeps subordinates informed on administrative matters and standard operating procedures. Provides on the job training and instruction for employees as well as formal training. Identifies developmental and training needs for the organizational unit including proficiency training and classroom instruction Develop and implement employee work improvement plans as necessary. Prepares employees annual performance appraisals and initiates formal request for awards. Counsels employees, recommends adverse actions or awards, writes necessary correspondence requesting action, and serves employee with the action when it is approved. Hears and resolves employee complaints at the lowest level consistent with the nature of the complaint and incumbents authority to address the complaint. Offers only group grievances and more serious unresolved complaints to higher levels of supervision. Approves and disapproves leave and maintains time and attendance for employees. Provides on the job training and instruction for employees. Identifies developmental and training needs for the organizational unit including proficiency training and classroom instruction. Instruction includes teaching classes for State or Department of Defense (DoD) certification programs, proficiency training or scheduled training classes, exercises and drills. Teaches new procedures and evaluates subordinates progress. Employee performs maintenance, operational, housekeeping, emergency, and standby duties to include support of fire prevention activities. Also operates alarm room equipment including radio and fire reporting systems and computer modem for hazardous material information. Receives and processes telephone and work order service calls; analyzes requests to determine emergency status; and prepares service order, assigns to shop as needed, and makes call-out for emergency work as required. Employee performs as well maintenance tasks on firefighting apparatus, equipment, extinguishers, and facilities and serves as member of standby crew during potentially hazardous production, maintenance, and storage operations. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Uses personal protective clothing and equipment as appropriate and complies with safety and health directives. May be assigned as department training officer, if no assistant chief fire prevention is authorized. In such case other major projects are usually not assigned. Those duties include: Develops and implements a comprehensive fire protection training program for all functional areas of the department. Plans and coordinates proficiency training, first aid training and physical fitness programs for all personnel. Develops monthly training schedules for supervisory approval and disseminates to all stations. Develops lesson plans on each subject as outlined in appropriate regulation, incorporating standard training practices and fire service training manuals. Organizes structural and live-fire exercises by daylight and during darkness hours. Ensure that all areas of proficiency are covered to include non fire related rescue missions such as water rescue and vehicle accidents. Ensures that the training facilities are adequate and meet minimum regulatory requirements. Procures necessary training aids and audiovisual equipment. Coordinates with USAG agencies and units to establish live-fire training areas to provide realistic training exercises. Establishes and maintains contact with local economy fire departments to cooperate in live exercises, suitable emergency situations, use training areas, etc. Procures suitable training aids, such as salvaged or wrecked automobiles, old fire protection equipment, alarms, sprinkler systems, etc. to provide realistic test conditions. Through channels, procures or orders classroom training aids, equipment, information material, etc Provides instruction in all aspects of fire protection, prevention and control. Performs briefings for announced exercises to cover all facets of the exercise and to prepare, motivate and challenge participants. After the exercises, holds drill critiques to discuss methods for correcting exercise deficiencies and to give guidance for improvement of future performance. Monitors the instruction given by other individuals for subject content and adequacy of teaching methods. Maintains documentation of training program. Establishes individual training evaluation records for all firefighters. Maintains and update them. Prepares fire protection training records for each training session and records type, amount, costs, organization and participation in the training program. Prepares regular statistical and narrative reports as required to reflect training status and progress, for supervisory review and approval. Performs other duties as assigned. Experience in a voluntary fire department must include regular attendance at training and instruction. Experience gained in inspecting for and detecting, controlling, and eliminating fire hazards; applying fire regulations and fire codes; writing descriptions of violations and corrective recommendations; and speaking to groups on fire prevention. Qualification determinations will be made upon review of the employee's quality of experience indicating the required skills, abilities, and the demonstrated level of responsibility to be able to work successfully the duties of the position. ADDITIONAL REQUIREMENTS: - Incumbent must possess and maintain host nation equivalent National Emergency Medical Technician (NEMT) certification. - Incumbent must be able to obtain and maintain a DoD certification as Firefighter I & II, Driver Operator Pumper, DOD HAZMAT operations, Host Nation SCBA certification (Ausbildung zum Atemschutzgeraetetraeger gem. FwDV 2), radio communicator training (Ausbildung zum Sprechfunker gem. FwDV2). - Must be able to obtain valid host Nation certification to service and recharge fire extinguishers. Employee may be required to lift/carry personnel in emergency situations. - Duties require full use of both arms, both legs, and fingers to bend, turn, pull, crawl, kneel, and climb for such tasks as use of aerial ladders, firefighting equipment controls, arranging/connecting hoses, rappelling, operation of fire truck and all types of rescue operations, etc. - During rescue operations, incumbent may come into contact with human blood or other potential infectious materials which may result in possible exposure to blood borne pathogens. - Employee must remain clean-shaven to ensure integrity of mask fit for breathing apparatus. - The position requires successful completion of a pre-employment medical examination (G-26.3 - not older than 30 month), and periodic examinations thereafter.
