Description The COP Manager is responsible for the configuration, testing, and technical support for day-to-day operations, monitoring communication links between SIPRNet computers on Real World and simulation models or C2 systems. An analytical mindset will be essential for effective troubleshooting and interpreting customer needs to transform them into functioning processes in support of Common Operational Picture (COP) management. The ideal candidate will demonstrate a calm and professional demeanor when handling demanding situations and show initiative and resourcefulness with minimal supervision. The candidate will possess strong interpersonal skills; with the ability to communicate clearly and concisely amongst technical and functional teams. The candidate will have a working knowledge of GCCS, AGILE CLIENT, ICSF and JRE C2 systems in the GCCS architecture for training events.This position requires an active Top Secret / SCI clearance.Shift Work day/Night (12 ON/OFF) - 84 Hours (two week pay period)COMMON OPERATIONAL PICTURE (COP) RESPONSIBILITIES:More specifically, the candidate will:Ensure communications capabilities exist to support receipt and distribution of COP dataCoordinate with the other COP Managers and systems administrators regarding network requirements essential to support the COPCoordinate with staff members to ensure tasked sensor systems and reporting systems support COP requirementsIdentify and ensure the external data feeds required for the COP are availableSetup and manage COP configurationsManage COP Synchronization Tool (CST) connections between nodes and clients to ensure optimum data flowSupport diagnostics/troubleshoot COP connections and configurations when required and take the necessary actions to return the COP to an optimal levelReview and provide input into the development of the COP Concept of Operations (CONOPS) and OPTASKCOP / OPTASKLINK to ensure the documents reflects current operations, and update as necessaryManage the import/export of Air Tasking Orders (ATOs) and overlaysPerform updates on the Pseudo Identification Feature (PIF), Ambiguous Electronic Intelligence Notation (AEN), and Joint Unit (JUNIT) tables as requiredPerform data management of the COP, ensure all feeds correlate to provide an accurate display of the battle spaceEnsure reporting requirements are met, arbitrate conflicts in track information among reporting elementsEnsure filters are properly set to support reporting requirementsEstablish effective COP database management procedures to ensure reliable data ESRI / GEOSPATIONALRESPONSIBILITIES:Creating or updating overlays for Agile ClientConverting KML to/from ShapefilesCreating buffered polygons for Economic Exclusion Zones or International WatersMINIMUM REQUIRED QUALIFICATIONS:6 years' experience managing a Common Operational Picture / Common Tactical Picture2 years' experience working with ESRI ArcGIS Pro and ESRI Online/Experience builderTop Secret Clearance required on day oneSelf-motivated with minimal supervisionMust possess good written and oral communication skills, and be customer service orientedDemonstrate an ability to methodically and proactively analyze problems and identify solutionsCITS3Original Posting Date:2024-12-13While subject to change based on business needs, Leidos reasonably anticipates that this job requisition will remain open for at least 3 days with an anticipated close date of no earlier than 3 days after the original posting date as listed above.Pay Range:Pay Range $89,700.00 - $162,150.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
