Summary About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Serves as a primary point of contact for one or more language training and education delivery types, to include but not limited to Resident, Language Training Detachment support, Mobile Training Teams, Video-Teletraining, Broadband Language Training System (Web Based), and other. Responsibilities Plans, organizes, coordinates, and assists in the workflow management of non-Full Performance Level team members assigned to support one or more resident or non resident foreign language training support missions. Plans the broad phases of the work within the scope of primary duties, in accordance with Defense Language Institute Foreign Language Center policy, available funds, objectives, necessary coordination and priorities. Serves as a Subject Matter Expert (SME) in scheduling, delivery, and documentation of foreign language training for Defense Language Institute Foreign Language Center. Recommends training for non-FPL team members and self to gain or maintain proficiency of new scheduling management tools and responsibilities. Coordinates and verifies entry of foreign language training requirements into the Army Training Requirements Resource System (ATRRS) for user agencies including non-ATRRS equipped users; distributes quota allocation information. Participates in the Structure Manning Decision Review to provide ATRRS interface. Coordinates, analyzes and executes Training Resources Arbitration Panel (TRAP) and quota swap actions for execution and budget years. Develops scheduling training week calendar and off-line programming for program year. Allocates training quotas to individual quota source managers based on programmed training requirements and master schedule. Provides information and assistance to training site administrators for modification of budget and execution year class schedules. Reviews and analyzes reimbursable training costs and develops budget estimates for the Services and external agencies based on approved requirements for submission to the POM process Prepares detailed plans, budgets and schedules for assigned programs and participate in fiscal planning for the Master schedule of classes and projection for the five-year plan. Monitors Army Training Requirements Resource System (ATRRS) automated Quota Management System (QMS) and coordinates resolution of discrepancies. Monitoring and scheduling training requirements into an automated database such as Army Training Requirements Resource System (ATRRS); 2.) Troubleshooting an automated training database, such as ATRRS, issues and discrepancies for system users; 3.) Allocating training quotas to individual quota source managers based on programmed training requirements and master training schedule; 4.) Analyzing reimbursable training costs and developing budget estimates based on approved requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
