Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. Hauptaufgaben Serves as Contract Specialist for large-scale, high dollar value and potentially controversial procurements, involving the purchase of sophisticated medical treatment and analysis equipment, medical commodities, medical services, medical communication systems, medical supplies and equipment. Performs all pre and post award functions. Provides professional acquisition services for supplies and services required by the U.S. Army Regional Health Command Europe (RHCE). Serves as the primary Contract Specialist to support all requirements generated by U.S. Army Healthcare facilities in Italy. Contracts will range from simplified acquisitions to administration of long term medical services contracts for Italy-based US. Army Healthcare facilities, as well as other U.S. military medical throughout Europe. Conducts special reviews and studies of varying scopes and complexity which cut across major contracting areas: contract requisitioning, contract pricing, solicitation, quantitative analysis, evaluation, and contract administration. 1. Performs the development, justification, coordination and completion of a large number and variety of procurement transactions from time of receipt, to award, to administration, and close out. Performs a majority of the following duties: a. Pre-award functions: Researches and recommends most efficient contracting methods for meeting operational requirements and provides guidance in the development of the statement of work and to necessary data to process the actual procurement. Conducts inquiries and research on the feasibility of simplified and complex contracting services. Initiates studies of specific projects which appear to offer the potential for cost savings in the procurement process. Schedules normal fact finding meetings with customers to discuss the requirements, explain regulatory requirements, and solicit information to develop acceptable specifications and performance work statements. Assists customers in acquisition planning functions. Promotes socioeconomic programs. b. Oversees the work and coordinates aspects of the contracting transactions from initiation, complete administration of contracts from award date, to final completion date for simplified acquisitions processed by the Europe Regional Contracting Office (ERCO) to include the work of assigned Purchasing agents. Reviews the work of purchasing agents engaged in purchasing rental/lease of equipment, supplies, and services through existing MEDCOM, DoD, or Army contracts and simplified purchasing procedures requiring knowledge of commercial supply sources and common business practices with respect to sales, prices, discounts, deliveries, stocks and shipments. The personal work of the incumbent involves procurement of a variety of supplies, services, or equipment in support of various activities within the region, including the monitoring of a Government Purchase Card (GPC) for the region. c. Postaward functions: Negotiates contract modifications affecting the scope of the contract. Meets with contractor, technical personnel and Contracting Officer's Representatives (CORs) frequently to discuss contractor performance, contractual interpretations, problem areas, progress, etc. Detects and corrects labor standard violations, taking appropriate action to expedite delivery or performance when required by mission changes, and issuing change orders occasioned by changes in mission requirements, defective specifications, or changes in local conditions. Interprets contract provisions for contractors and agency officials. Coordinates with requesting officials on contractor's requests for waivers or deviations from contract terms. Resolves delivery schedule problems with contractor or requesting officials, and negotiates delivery schedule changes. Reviews, investigates, and recommends actions on overtime requests, allowability of costs and problems concerning Government property. Negotiates settlements for such changes, approves contract payments, assesses liquidated damages for nonperformance, issues show cause or cure notices, terminates contracts for default or convenience and negotiates settlements. Assures deobligation of excess funds, and if applicable, that special test equipment, tooling, and Government-furnished property is properly accounted for. Assures delivery, inspection, and acceptance of the contractual end items or services before recommending final closeout of the contract. Prepares replies to other involved agencies or Congressional inquiries. Coordinates with preaward personnel to ensure there is no break in services. d. Develops sources by stimulating interest in competing or locating new sources of supplies. Meets with manufacturers and service contractors to resolve specification and performance work statement problems which increase costs, or to modify contract provisions which discourage competition or otherwise increase price. Attends conferences and exhibits or initiates meetings with industry associations, Small Business Administration, and others for the purpose of expanding competition. Explains Federal contracting procedures to potential suppliers. 2. Uses a computer terminal to utilize the contracting data base to input the required contract requirements, clauses and specifications onto appropriate automated documents and forms. Uses appropriate software and user's manual to prepare reports related to contracts, access the data base to update documents and files, or to perform data query functions.
