Hauptaufgaben Using detailed knowledge of real estate markets and trends and considering the needs of requesters, determines suitability of properties for desired purposes and solicits for offers. Reviews offers for suitability and negotiates jointly with local agencies and property owners (or their representatives) to acquire real estate assets in support of the U.S. Government's requirements. Prepares contracts for real estate acquisitions assuring that necessary Congressional and higher authority approvals have been obtained; that negotiated terms and conditions are justified and IAW regulations, instructions, and local lease laws; and that processing proceeds promptly to avoid loss of contract. Monitors progress of projects under construction to assure timeliness of actions and that contractual terms are enforced. Initiates action regarding nonperformance. Receives properties on behalf of the U.S. Government. Provides advice and assistance to U.S. Government officials, host nation authorities, and lessors on acquisition matters. Applies initiative, ingenuity, experienced judgment and tact in dealing with such aspects as opposition to the acquisition, numerous conflicting potential uses of the property, and multiple or obscure ownership patterns rather than uncontested ownership. Using detailed knowledge of real estate market and trends and considering the needs of requesters, administers real estate contracts. Resolves problems between users, owners, and host nation agencies on real estate matters. Enforces corrective action or rental reduction when lease terms are not met. Processes amendments, zoning change proposals, impact of adjacent developments (neighbors' consent), and resolving contract disputes. Monitors existing contracts and initiates timely action regarding desired extensions, termination, and needed higher headquarters or Congressional approvals as required. Researches and negotiates settlements of restoration claims. Negotiates contract amendments as necessary jointly with local agencies and property owners for changes in rental rates, operating costs, and changing terms, conditions, and requirements. Assures that rental rates negotiated are justified and operating cost adjustments are documented, correct, and timely IAW local law and contract terms. Incorporates revisions beneficial to the U.S. Government's interests. Provides advice and assistance to U.S. Government officials, host nation authorities, and lessors on property management and contract administration matters. Assignments typically involve complicated cases of particular interest and impact to the government requiring the employee to exercise experienced judgment and ingenuity in resolving numerous problems.
