The primary purpose of this position is to support the USAFE nuclear enterprise in the development of nuclear surety policy. The incumbent is the subject matter expert in nuclear certification for USAFE operated systems/nuclear surety, and safety. Evaluate current/future USAFE mission req. and provide certification/oversight to USAFE units and nuclear policy guidance. Responsibilities Duty 1. Serves as the USAFE safety design certification Subject Matter Expert (SME) for nuclear weapons systems, WS3 and Strike Fighter Aircraft operations. Duty 2. Plans, directs, coordinates, and evaluates activities necessary for the overall management of USAFE Nuclear Certified Item Program Management to include initial certification actions required on new/modified nuclear weapons systems, support equipment and software. Duty 3. Plans, directs, coordinates, and evaluates activities necessary for the overall management of USAFE Nuclear Certification Management to include USAFE coordination of nuclear certification impact statements (NCIS) to USAFE Staff SMEs and NATO partners; as well as, identifies operational certification actions required by USAFE. Duty 4. Prepares instructions and manuals defining mishap prevention, weapons and explosives handling, use and storage procedures based on interpretation and/or adaptation of DoD instructions and policies formulated by other federal government agencies. Duty 5. Coordinates with the Nuclear Surety Official to provide technical on safety training/instruction to wing-level safety representatives on areas such as weapons safety program management, AF and DoD explosive safety criteria, nuclear surety program management, proper handling and storage of weapons/explosives, proper storage of hazardous materials, and emergency response procedures. Duty 6. Prepares and delivers oral presentations and briefings, training sessions, conferences, consultations, and strategy sessions with other MAJCOM and AF-level staff agencies and activities to secure cooperation, resolve controversial issues, and convey information to proposed changes in assigned program(s). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of nuclear certification /safety and occupational health principles, practices, procedures, regulations, methods, techniques, and standards which provide the capability to recommend substantive program changes or alternative new courses of managerial action requiring the extension and modification of existing safety and occupational health management techniques critical to the resolution of safety and occupational health management problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of nuclear certification management, nuclear certified item management, nuclear surety/safety principles, system software safety, explosive safety requirements, and USAF nuclear weapon systems operations and capabilities. Comprehensive knowledge of nuclear weapons maintenance, support/handling equipment involved with maintenance activities, and nuclear weapon storage practices for nuclear weapon systems. Comprehensive knowledge of laws, regulations, and current legislative issues related to nuclear weapon system surety. Knowledge of the USAFE and Weapons Safety organizational structure. Skill in assessing and evaluating broad nuclear surety program issues and providing guidance for resolving mission-critical problems impacting operations of nuclear weapon systems. Skill in the interpretation of program documentation to identify nuclear surety/safety issues that may adversely impact operations. Ability to assess technical compliance and program objectives as a means of negotiating an acceptable balance between mission and nuclear safety requirements. Ability to plan, develop, implement and coordinate a complete nuclear safety design certification program. This includes the ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources and to meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
