Hauptaufgaben Uses the Procurement Integrated Enterprise Environment (PIEE) and some of the modules under its umbrella such as, but not limited to, Post Award Solicitation, Surveillance and Performance Monitoring (SPM), the Contracting Communication Module (CCM), the Wide Area Workflow (WAWF) module, the Invoice Module, and Joint Appointment Module (JAM), the Purpose Conde Management (PCM), and the US Bank Module among others, to perform all purchasing actions. Receives, edits, and processes requests for local purchase of items, in addition, the incumbent's responsibilities include processing and management of customers and service contracts. Reviews and examines requisitions for availability of funds, adequacy of description, shipping instructions, and propriety of purchases. Reviews specifications submitted by users for clarity and completeness and contact users for additional information when submissions are unclear or incomplete. Makes recommendations to users for changes when more cost-effective or mandatory products/services are found, suggests types of Contracts most advantageous for any particular acquisition. Analyzes the shipping requirements needs and specialized requirements regular and special schedule and deadlines/timeframes required by the requestor in determining the purchasing method and sources. Prepares written request for quotations including specifications and appropriate provisions and conditions for delivery, quantity variations, technical description of the items and applicable contracting clauses for inclusion. In emergency cases contacts suppliers for quotations by telephone, letter, fax or electronic mail. Maintains suspense files on orders verifies delivery of items or services; reviews invoices for proper billing charges; or to rectifies errors with vendors or contractors. Accomplishes a significant number of open market purchases involving specialized items. Uses a variety of purchase methods involving detailed and complicated Requests for Quotation and evaluation of offers to accomplish transactions. Contacts vendors, distributors, salesmen or other representatives of commercial concerns for information on prices, delivery dates, discount rates, possibility of substitutions and special shipping and handling requirements. Ensures the best method of procurement is used considering the urgency of need, nature of the items or services required, availability, extent of competitive interest, and procurement laws or regulations. For commercial-market procurements, vendors are provided written Requests for Quotations. Evaluates offers with the intent of making the best value buy for the Government. Reviews previous history, market conditions and specifications, and technical data packages. Determines adequacy and completeness of description, which involves research of various manuals and catalogs or discussions with manufacturer's representatives or sources to identify and initiate any corrective actions required. Makes purchases on a recurring base, which may involve sole source items requiring the incumbent to obtain justification from the customer and prepares determination of sole source procurement before presenting the order to the appropriate authority.
