And EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as an Architect in a major overseas Corps of Engineer District. Conducts design reviews of the architectural features of multimillion-dollar project design by A-E's. Host Nation Agencies, and contractors under One-stop "turn key" contracts. Projects are designed for construction in Germany or in other European and Middle Eastern NATO or allied countries. Individually, or as a team leader, prepares the architectural portions of in-house design of US/NATO military projects for overseas construction. Design reviews and design development are complicated by the requirement to adhere to US and foreign building, safety, and fire codes, the use of US and foreign materials and equipment, differences in materials standards and construction techniques, etc. Receives and reviews assignments in the form of design analysis, design concepts, and/or preliminary design, pre-final and final design for a wide variety of projects which include but are not limited to: maintenance facilities for motor vehicles, aircraft and missile systems; highly sophisticated electronic communication facilities; industrial facilities for the repair and renovation of military material; operations buildings and command facilities; hospitals; community facilities such as dependent housing, shopping centers, commissaries, theaters, schools, etc. Conducts initial reviews of plans for conformance to DOD standards, host nation requirements, and conformance to project criteria, military design manuals, and fire safety code. Makes detailed reviews of criteria, design concepts, and plans for the general function ability of individual structures and/or entire projects; the use of appropriate materials and the inclusion of aesthetic considerations; the suitability and economy of materials for maintenance, fire safety, thermal and acoustical considerations, aesthetic purposes, and generally, for the soundness of architectural practices and economy of design. Receives assignments from supervisor for the development of in-house architectural design projects. Secures or reviews basic design data and develops or assists in the development of design criteria. Coordinates efforts with other elements of Technical Engineering Division, keeping supervisor informed of significant problems encountered. Makes work assignments to a team comprised of 1 to 4 US and local national architects, providing implementing instructions, resolving major conflicts, and reviewing completed portions of architectural design. Responsible for accomplishing the more complex phases of architect design. In-house design projects cover the full scope of design from concept, and the development and preparation of specifications, through the preparation of final contract drawings and any subsequent design required for construction contract change orders and supplemental agreements which affect the design intent. Reviews, develops, and disseminates new architectural criteria to appropriate engineering elements, determining the type of action to be taken on changes to existing design criteria, on projects under construction, and changes to criteria manuals. Prepares, coordinates, and monitors requests for major design modifications to plans, specifications, and estimates for the architectural phases of change orders to design or construction contracts, as well as amendments to bidding documents during the advertising or construction phases. Prepares recommendations and justifications for the modification of standard plans, specifications, and criteria based on field experience and on analyses of recurring types of design deficiencies. Prepares plans, specifications, and criteria to cover architectural design requirements not anticipated in Corps criteria. Compiles and prepares technical data in the form of correspondence, design analyses, reports, or memos for the record. Conducts research and prepares justifications for changes in design criteria, alternate types of materials, hardware, sources, costs, etc. Performs other duties as assigned.
