Hauptaufgaben
Plans and directs the operation and administration of a fleet of more than 100 assigned pieces of equipment, to include motor vehicles, trailers, containers, cargo vans, and other equipment required for transporting the U.S. mail throughout Germany, Belgium, and the Netherlands. Assigns personnel to shifts; schedules operation and assignment of vehicles on the basis of mission requirements. Dispatches vehicles in line with the mail delivery schedule and unscheduled mail delivery requirements. Performs daily risk assessments on drivers and routes. Assesses fitness of drivers for daily mission; replaces drivers to ensure uninterrupted and safe transportation of mail between the GAMT and 27 consignees. Ensures efficient and safe utilization of assigned equipment. Analyses tachograph discs, vehicle utilization records and other documentation for drivers' compliance with Army regulations, HN law and EC directives. Solves technical and organizational problems within the assigned area of responsibility and makes suitable recommendations. Advises the supervisor on technical problems incidental to the operation and administration of motor vehicles. Based on specific transportation requirements, ensures sufficient numbers of drivers and vehicles are available to provide the needed support. Coordinates with US Army, Air Force, and IMCOM-E agencies and other 6966th sections to ensure uninterrupted delivery of U.S. mail between GAMT and consignees. Arranges for accommodation of drivers during overnight stay at remote locations.
Orients new employees to the unit and provides on-the-job training as necessary. Determines training requirements for white collar and blue-collar LN employees. Evaluates individual employee's training status, determines training shortfalls and plans for training attendance. Maintains and updates individual training data base. Ensures availability of sufficient LN drivers for organic and TMP vehicles. Is responsible for integrating US military ride-along drivers into the mail delivery schedule whenever registered mail is delivered. Ensures US military drivers assigned to the mail mission have received required training on cargo trucks and light vans. Trains US military drivers in the safe handling of cargo trucks and light vans. Familiarizes US military drivers with mail routes. Controls performance of road test. Ensures personnel working at the GAMT is trained IAW FRAPORT and EC requirements. Maintains control logs and status sheets. Evaluates individual employee's training records for refresher/renewal training requirement, tracks training attendance.
Serves as safety officer for the mail operations branch. Conducts and documents safety briefings. Investigates or assists in the investigation of accidents involving Government vehicles and prepares accident analysis and reports; determine causes of accidents and submits electronic and hard copy accident reports. Defines and implements corrective actions to avoid reoccurrence.
Acts as the security officer of the mail operations branch. Applies the full spectrum of physical security measures to ensure security of vehicles, buildings, and equipment assigned to the 6966th mail elements in Wackernheim, the vehicle staging area at Frankfurt, and the GAMT. Ensures 100% control of keys to buildings and vehicles. Ensure personnel requiring access to the GAMT are in possession of the FRAPORT ID. Maintains and updates access rosters for personnel to gain access to restricted areas in GAMT, SHAPE and Ramstein IMR to pick-up mail. Performs other duties as assigned.

ZB-06:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• German driver's license class B, C & CE required.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency Level B2 and German Language Proficiency Level C2 required.
