POSITION SUMMARY: Amentum is currently seeking a qualified candidate to serve as a Country Administrator for ICITAP/OPDAT Mexico. This position will be responsible for coordinating task order execution with program management in support of ICITAP/OPDAT program in Mexico and may assist with projects in the Western Hemisphere. The selected candidate will provide coordination for program operations, to include but not limited to recruiting, deployment, procurement, payroll, human resources, and logistical support. The duties and responsibilities listed herein are representative of the nature and level of work assigned and are not necessarily all inclusive. JOB DUTIES AND RESPONSIBILITIES: Contribute operations information and recommendations to strategic plans and reviews; prepare and complete action plans; implement production, productivity, quality, and customer-service standards; resolve problems; complete audits; identify trends. Serves as a primary point of contact for the customer and employees at the Amentum Mexico offices. Works closely with customer on all actions related to task order execution. Coordinates/integrates task order resourcing/performance and oversee operational support to include budget and schedule of projects. Responsible for project coordination, to include the management of conferences and study tours, coordination of travel, large and complex procurement's, coordinating and managing logistical support. Facilitates a culture of continuous process improvement among team, providing resources and collaborating to implement processes that are streamlined and compliant. Prepares and provides high-quality reports to management and customer on a weekly, monthly, and quarterly basis. Accountable for day-to-day programmatic and administrative tasks and oversees the various functional area support personnel. Document all transactions and provide updates to recruiters, HR or program POCs about candidates processing to start. Provide administrative support to all HR and Recruiting teams as needed. Collect and process new hire paperwork and tax forms. Assist employees and candidates in obtaining employment verification, education documents, tax documents, etc. Coordinate and facilitate new hire and benefit orientation programs and the creation and distribution of new hire materials, as necessary Assist in preparing other employment-related documents (employment agreements, assignment letters, etc.) Assist in the processing of a timely and accurate weekly, bi-weekly and four-week multi-state and international payroll. Assist in handling international banking for payroll to include setting up employee record, entering new banks in Cost Point, providing info to bank?s compliance department, troubleshooting issues, resubmissions for corrections, performing off cycle payrolls for corrections, and frequent communication with banking representatives. Plan and perform Deltek CostPoint setup and testing for any new or changing payroll related requirements. Troubleshoot time collection, payroll, and audit related issues. Create reports in COGNOS Query Studio to enhance management and review of payroll information for analysis, problem solving and audits. Responsible for independent projects and other duties, as assigned QUALIFICATIONS: Bachelor?s degree required. Combination of education and experience will be accepted. Minimum of 3-7 years of progressive project management experience on large-scale projects. Two years of working internationally, supporting international programs, or travel/conference planning, preferred. Familiarity with Government contracts including an understanding of FAR. Must be fluent in Spanish, both orally and in writing with the knowledge and ability to discuss topics and write reports including but not limited to Mexican labor law, human resources practices, procurements, and customer initiatives with an eye towards safety and mission importance. This includes the effective management of workloads and the ability to effectively communicate with a diverse range of people and job functions. Must be able to communicate effectively in English, both orally and in writing, with all levels of employees and vendors to include demonstrated experience providing presentations and reports to colleagues, management, and customers. Ability to manage workloads effectively and prioritize tasks based on judgement and collaboration with colleagues. Demonstrated experience displaying ingenuity, creativity, and innovativeness for developing solutions and problem solving. Prefer experience with Workday, COGNOS, and Costpoint ERP systems or similar. Proficiency in Microsoft Office Suite (i.e. MS Outlook, Word, Excel, PowerPoint, SharePoint). Regular travel is required up to 30% of the time will be required to the ICITAP Mexico office, trainings, conferences, etc. Initial travel will be monthly upon hire and quarterly thereafter. Acute attention to detail required, well-organized & demonstrated ability to prioritize multiple-tasks and achieve desired results within set deadlines with the proven ability to handle confidential information.
