Hauptaufgaben Serves as primary facilities manager responsible for the physical condition, maintenance, safety, and utilities management of facilities supporting telecommunications equipment operated by 2d Theater Signal Brigade in the European AOR. Facilities may include electrical systems with low voltage cable distribution systems, back-up generators, frequency converters, uninterruptible power supply systems, medium voltage systems, lightning protection systems and climate control systems (HVAC). Serves as point of contact with host nation officials at federal, state, and municipal levels to preclude and resolve problems, which may otherwise interfere with the unit's primary mission accomplishment. Monitors facility coordination operations. Ensures the facility is efficiently maintained, operated, and controlled, consistent with current directives and regulations. Directs planning and implementation of local purchase contracts for maintenance and repair of facilities and ensures contract compliance prior to authorization of payment. Independently reviews project specifications and necessary documentation for submission to the servicing contracting office and oversees the design and construction of such projects. Reviews designs and cost estimates and establishes bills of material for assigned projects. As required, determines warranty application for subsequent deficiencies. General knowledge of construction crews and contracted trades such as: general repair and maintenance work crews, sufficient to conduct surveillance activities over construction and maintenance operations performed, and to ensure quality and timeliness of work performed by contractors and that the terms of contracts are upheld. Serves as the theater information systems (IS) power coordinator. Providing oversite support to any deficiencies in existing facilities, reported by NECs, that require maintenance, repair, or replacement. This may include, but is not restricted to, deficiencies that are beyond the scope of existing maintenance agreements and contracts, and other resources available. The incumbent is responsible for Monitors and inspects repair and maintenance and new installation work of contracted personnel on emergency backup power systems (generators and uninterruptible power supply systems) as well as control and communication systems and climate control systems (HVAC). Travels to installation sites to coordinate activities with contractors, 2d TSB staff personnel and local entities (USAG DPW, Bauamt, USACE staff etc.). Comprehensive knowledge of building and facility inspection processes, preventive maintenance, heating, ventilation, air conditioning (HVAC), carpentry, mechanics, electrical/electronic principles, and construction project engineering elements to oversee/manage the technical operation and maintenance of Activity facilities and equipment.
