Hauptaufgaben Performs a variety of duties involving the processing of national and international flight plan information. Works closely with military aviators to plan, coordinate, and process flight plans into the international Air Traffic Services (ATS) system. Uses a thorough knowledge of aeronautical charts and publications to provide route, altitude, departure, and arrival information to facilitate expeditious submission of information into the European ATS system and reduce delays and cancellations of preferred routes and slot times. Receives flight plan data and associated messages for all flights under AFOD jurisdiction via direct circuit, common use telephone systems, Automated Data Processing (ADP) systems from Base Operations personnel at US and NATO airfields, aviators, other Flight Service Centers, as well as computer generated flight plans. Reviews and evaluates flight plans for accuracy and determines errors or incomplete information. Ensures deficiencies are corrected. Upon review of flight plan data and associated messages determines which military airfield operations or other military, NATO, and ICAO Air Traffic Service stations must be notified and which sequence and lines of routing must be followed. Selects available communications means, i. e., direct and dial telephone lines connected to US Army circuits, interphone lines of other circuits and computerized data links to relay pertinent information to installations concerned prior to transferring flight plan data to Eurocontrol via the FIS system. Ensures that necessary country clearances have been obtained for border crossing flights. Reviews proposed routes of flight for compliance with host nation regulatory publications and Notice to Airmen (NOTAM) pertaining to the latest information concerning conditions of airfields, flexible use airspace, regulatory special use airspace, operational deficiencies, failure of navigational aids, etc. Coordinates flight plan data of non-US Army flights destined to land at an US Army airfield in Germany with the responsible base operations. Monitors all US military aircraft in the European, African and Middle Eastern theaters of operation as well as for US Army aircraft arriving and departing to and from the United States. Monitors flights from the time of departure until landing of aircraft at final destination. Receives and processes reports on aircraft in operation, i.e., departures, position reports, delays en route, and arrival information. Receives information on deviations from filed flight plan. Recognizes any possible hazardous situations due to fuel shortages, equipment failures, or other special criteria to include changes to destination weather conditions not considered or known at time of departure, etc. Notifies en route or destination airfields of delays and other changes affecting the flight plan. Alerts pilots through stations and appropriate ATS facilities when changes to original flight plan may create a hazardous situation. Maintains reports and records of all pertinent information and arrival reports when completed. Responsible for providing pilots with a variety of information and assistance necessary for planning and conducting safe, orderly and expeditious movement along air routes in compliance with established policies and procedures, and result in effective operations of the facility. Responsible for developing, disseminating and monitoring the currency of NOTAMs. Operates the US Army NOTAMS System Europe IAW with ICAO, Eurocontrol and host nation regulations. Receives from numerous international, host nation and US military NOTAM offices, encoded and plain language NOTAM information and data containing all information concerning the establishment, alteration, operational capabilities, services, procedures and hazards to all US Army and North Atlantic Treaty Organization (NATO) aircrews via the Aeronautical Fixed Tele-Communications network. Screens and analyzes this data to determine degree of applicability, impact and priority to the Army Airfield Operations Detachment (AFOD), US Army aircrews and related installations and facilities. Extracts, summarizes and disseminates to all facilities and installations serviced by the AFOD data deemed essential to flight safety and successful operations. Formulates a publishable format of US Army NOTAMS using plain language or encoded text as prescribed in ICAO and Eurocontrol regulations. Collects current NOTAMs in reference files for briefing purposes and subsequent NOTAM transactions. Transmits US Army NOTAM information in the ICAO (International Civil Aviation Organization) format over the AFTN to the German military NOTAM office for further National and International promulgation. Sends selected US ARMY NOTAMs and the USAREUR NOTAM summaries in the USNS format through the electronically to the USNS for inclusion into the EURSUM (DOD/FAA NOTAM summary covering Europe, Africa and the Middle East). Provides NOTAM briefings to all US Army aviators upon request. Briefings are done via e-mail in electronic format. Briefings include the entire AFOD areas of responsibility as well as those areas deemed necessary by the CG, USAREUR-AF. Notifies the German civil/military NOTAM office by telephone or email of any errors found in any NOTAM originated by them and tries to clarify inaccuracies prior to republication in the USAREUR-AF NOTAM System. Maintains libraries consisting of AIPs, (Aeronautical Information Publications), FLIP, (Flight Information Publications), ICAO, (International Civil Aeronautical Organization), Annexes and documents both military and civil, various host nation regulations, handbooks and manuals. Keeps publications in a current status by the constant incorporation of periodic amendment packages. Screens NOTAMs and AIP Supplements for information modifying the contents of any existing AIP or FLIP material and make necessary manuscript corrections. Updates and maintains the status briefing board for the Night Low Level Route structure as well as HFCAs (Helicopter Flight Coordination Areas). Provides information published in AIP's, FLIP's and other international procedures via email to the requesting individuals or organizations. Checks, for all flight safety concerns found in ATS messages, (emergency, flight safety, flight regulatory, aeronautical administrative, reservation, General Aircraft Operating Agency (GAO) and flight service messages), plus NOTAM's and SNOTAM's, received and or transmitted via the Aeronautical Fixed Telecommunications Network (AFTN), Flight Information Services (FIS) network as well as the Automated Data Processing (ADP) system to include in briefings. Notifies the German civil/military NOTAM office by telephone or email of any errors found in any NOTAM originated by them and tries to clarify inaccuracies prior to republication in the USAREUR NOTAM System. Notifies Base Operations personnel telephonically of hazards or occurrences, the immediate knowledge of which is essential to the safe operations to and from the affected facility. Notifies the USAASD-E (US Army Aeronautical Services Detachment-Europe) of any change, permanent or temporary, to an instrument procedure of which the USAAD-E is the office for primary responsibility. Submits feedback to the USAAD-E when a discrepancy between actual status of a facility and the corresponding entry in any DOD FLIP material is discovered. Liaises Aeronautical information between USAREUR-AF, the USAFE AMOC, USAASD-E, EUROCONTROL and the FAA. Coordinates with the USAASD-E for the processing and dissemination of all Aeronautical Information messages compiled and sent to AFOD by USAAD-E as well as the maintaining of a library of this message material. Monitors US Army flight plans filed through Eurocontrol for allocated slot times, flight suspension messages, and adherence to slot times to ensure compliance with Eurocontrol Air Traffic Flow and Capacity Management (ATFCM) measures. Relays information about allocated slots to the airfield of departure and the aircrew concerned. Identifies slot delays and evaluates possible remediation measures to reduce the delay and applies those measures in close coordination with the affected aircrew. Relays any slot improvements or slot cancellations to the airfield of departure and the aircrew concerned. Identifies the reason for slot suspensions and evaluates possible measures to overcome the flight suspension. Performs other duties as assigned.
