AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Provides advisory services to CPOC/CPAC, management and employees and all aspects of the entitlement and benefits program. Ensures actions are in compliance with applicable local laws, Department of the State Regulations, the Joint Travel Regulations and local policies and procedures. Gathers information related to specific problems by interviewing with the CPACS, CID, local landlords, utility companies and HQ USAREUR. Identifies individual and systemic problems, and makes or proposes appropriate corrective actions. Reviews letters, case files, etc., to assure sound and consistent application of regulatory guidance and procedures. Consistently reviews entitlement databases to identify discrepancies andassures corrective action is taken. Provides input for appropriate response to higher echelon requests for data/information and coordinates or performs the research and compilation. Serves as specialist/troubleshooter with responsibility for resolving very difficult problems within the overseas entitlements and benefits program. Conducts quality audits and explores probable causes, contributes factors and possible courses of action to resolve problems dealing with over and underpayments of monies authorized. Coordinates the quarterly reconciliation report on DCPDS/DCPS irregularities. Decides on acceptability, rejection, or correction of work products or services, and similar matters which may affect payment to an employee. Reviews entitlement/LQA packages received for completeness and accuracy. Provides 1st level LQA determination review for non-complex cases such as US Hires and Local Hires. Performs research on laws, regulations ,directives and policies. Documents determinations and forwards to a senior specialist for final review. Receives, reviews, coordinates and replies to Command, and Inspector General inquiries of a special nature. Conducts fact-finding and thoroughly investigates inquiries. Collects all pertinent information and reviews for appropriateness to the inquiry. Responds to pertinent issues identified and reflect the CPOCs position in a professional manner.
