Hauptaufgaben
Based on knowledge and skills gained through practical experience associated with the heating, ventilating and air conditioning (HVAC) trades, schedules and inspects both maintenance and repair work on all USAG Wiesbaden HVAC systems to assure it is in accordance with all industry standards. Acts as quality assurance evaluator for all HVAC work performed by contract. Coordinates with the Business Operations and Integration Division all HVAC work that requires assistance from other DPW functional areas. Refers customer feedback to appropriate supervisor for action as necessary. Coordinates requirements and resolves problems and complaints, if possible. Reports systemic customer service issues to the Manager of Quality Control for resolution. Develops surveillance techniques and procedures to use in inspecting the operation of functions under contract to determine efficiency and effectiveness. Insures evaluation methods provide systematic and equitable review appropriate to the service; includes methods for determining acceptability/non-acceptability of performance. Inspects and monitors contract performance to insure technical proficiency and performance against contractual requirements. Inspects completed services and notifies the Contracting Officer's Representative and contractor of violations and deficiencies noted, particularly in areas of schedules, cost and technical performance adequacy. Inspects material utilized by the contractor to insure that it conforms with previously approved samples and/or specification. Monitors the contractor's progress in accordance with previously approved schedules. Determines that Government furnished property and equipment in contractor's possession are properly maintained in good condition and use is controlled. Determines liability for property or equipment lost, damaged, and destroyed. Recommends approval of acquisition of required equipment, supplies, and materials within the scope of the contract. Verifies the qualifications of contractor employees as specified in the contract. Monitors the contractor's compliance with Federal, EPA, Army and Host Nation regulations.
Acts as first responder to all HVAC system faults identified on the Utility Energy Monitoring and Control System (UEMCS) and determines best method of deficiency correction. Documents faults and passes finding onto first line supervisor and chief, O&M Service Contract Branch. Conducts daily, weekly and monthly operational tasks on major HVAC systems, such as checking water purification supplies to cooling towers, cleanliness of filters, functionality of condense water pumps, etc.
Maintains records of preventive maintenance performance identifying status of the program and any shortfall that may exist. Coordinates with HVAC Maintenance and Repair Contract COR all preventive maintenance requirements and establishes a monthly schedule. Reviews and verifies reports and data prepared by the contractors. Evaluates contractor's quality control program and processes. Insures adequacy and progress of work commensurate with amounts requested. Submits reports of documented instances of unacceptable contractor performance and contractors failure to comply with contractual provisions. Submits appropriate reports to verify the contractors request for progress payments.
Documents actions taken and decisions made as the COR, and maintains adequate records to sufficiently describe the performance of duties as COR during the life of this contract. Required in operating a computer with commercial software to include DPW-unique systems such as GFEBS, Excel, and Microsoft Word. The skills of a qualified typist are required. Performs other duties as assigned.

C-06:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level V: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
-Office automation skills required.
-Applicant must be in the possession of a valid driver's license class B.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency Level B2 and German Language Proficiency Level C1 required.
