Hauptaufgaben Plans and carries out the unit safety program for the overall LRC-A AOR constantly keeps himself acquainted with regular or additional/temporary missions to insure that German safety regulations, DOD, international and local port policies pertaining to the military activities are adhered to. Ensures the unit safety program is in accordance with DA mandates and regulations and is prepared to pass all command inspection programs (CIP). Inspects and monitors operations and activities to detect unsafe conditions and work habits. Advises personnel on safety requirements and hidden causes of accidents and on methods and techniques for preventing accidents. Takes appropriate measures to eliminate unsafe conditions and practices by enforcing all operational, commodity and environmental safety requirements pertaining to cargo handling and port activities. Reports obstinate violations of safety regulations to supervisor, recommending appropriate disciplinary actions. Prepares and maintains required reports on safety inspections, command safety council meetings, safety training accomplishments, and other safety activities. Conducts studies on safety problems directed at improving the effectiveness of safety. Analyzes accident data and studies safety problems and activities. Reviews accident reports, investigations, and findings and correlates data and information to eliminate or minimize hazards. Prepares Local Nationals LN accident reports. Prepares Job Hazard Analysis (JHA)/Gefährdungsbeurteilungen. Periodically performs safety surveys to detect areas of improvement. Conducts special investigations concerning circumstances surrounding accidents and analyses findings to establish accident trends and causes and remedial actions to be applied to affected operations and activities. Constantly maintains close liaison with managers and supervisors, with other US Forces safety specialists in the community, with civilian safety officials, e.g. German Accident Insurance UK Bund, German TUEV and DEKRA or to safety specialists of Contractors which supports LRC-A mission to discuss safety problems and recommend appropriate corrective measures. Evaluates safety meetings and safety training conducted by supervisors. Establishes and maintains contacts with operating officials of military and civilian organizations in the community to discuss and furnish advice on safety problems encountered. Continuously reviews reference material and changes there such as laws, regulations, directives, publications, and periodicals pertaining to the safety field to keep abreast with the development of the profession. Develops or revises instructions and prepares information governing safety and accident prevention activities. Elaborates procedures for safety control and training and material, such as flyers, charts, and posters promoting safety practices and procedures. As required contacts offices at higher echelon or official to obtain professional advice or interpretation pertaining to specific safety problems or the development of the safety program. Participates in Garrisons safety council meetings. Provides recurrent/seasonal/mission required safety briefings and perform recurrent safety trainings in praxis on different equipment to all local nationals and department of civilians within the LRC-A team. Keep all documents, files or rosters safety related permanent up to date. Prepares risk assessments for every port mission to be conducted at locations in the LRC-A AOR. Is present during temporary port missions operations and ensures compliance with all safety requirements. Performs other duties as assigned. Incumbent of the position must be able to complete regular, mandatory training as directed. E&T Level I and II: not applicable for this occupational series E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or in a related technical trade, or similar occupation. The experience must have provided knowledge of safety and occupational health principles, especially in facility safety, practices, procedures and standards applicable to a range of administrative duties. INSERVICE AND EXTERNAL APPLICANTS WHO DO NOT MEET THE BASIC CERTIFICATION REQUIREMENT (see above): Applicants who are NOT certified as safety professional in accordance with Paragraph 7 of the Arbeitssicherheitsgesetz (AsiG) but who meet the below education requirements can be placed at the C-6 level under the provision that they will obtain the certification while in trainee status. Promotion to Safety Professional (Fachkraft fuer Arbeitssicherheit), C-6a/C-7/7a is possible upon completion of the certification and gaining experience. EDUCATION REQUIREMENT: A Meister Diploma or Staatlich gepruefter Techniker in a technical trades or crafts field OR German State Certification in Safety (Sicherheitstechniker or Sicherheitsmeister) or closely related technical trade or higher level related education.
