Hauptaufgaben Provides expert financial advice and recommendations to Command Budget Officer, Budget Analysts, Resource Management Officer and other Garrison managers regarding programs covering the full spectrum of financial policies and program/system requirements with special emphasis on compliance with all aspects of Statement of Budgetary Resources audit supporting documentation and transactions. Provides quality control and final review of major financial programs for accuracy, completeness, and effectiveness of financial operations. Oversees or performs monthly review of funds to ensure accuracy. In conjunction with Budget Officer implements and executes fiscal year closeout and certification requirements and procedures. Provides quality control review of processes and certification of availability of funds and monitors electronic certification for proper use of fund appropriation, restrictions, and limitations to support Statement of Budgetary Resources audit. Follows up on unobligated funds/outstanding commitments in conjunction with management and Command leadership to ensure timely execution of return of funds. Coordinates joint reviews with all elements of the financial communities within RM, the program managers, and customers to ensure timely recording of obligations and validation and verification of current status of unfilled order balances and unliquidated obligations in all accounting systems. Provides guidance to and, as necessary, technical oversight of lower-graded RM staff (e.g., during special projects). Prepares all manner of both recurring and non-recurring regulatory and non-regulatory resource management financial reports. Analyzes, interprets, and extracts financial data from various financial systems (e.g., General Fund Enterprise Business Systems (GFEBS), Global Combat Support System - Army (GCSS-Army), Installation Management Command On-Line (IOL), Wide Area Workflow (WAWF) using the data in reportable formats (e.g., spreadsheets, databases, slide/presentation programs) to assist leaders in making sound business decisions relating to recognition and validation of correct financial status to determine actions necessary in final report format. Provides advice on how accounting system functions serve management's business needs based on their access to detailed records and system operational information. Performs analyses of financial data on a regular basis and by specific request from all echelons of the Command HQ and subordinate elements. Provides technical advice in identifying and resolving problem areas involving regulatory requirements and statutory policies and procedures. Conducts in-depth research and provides interpretation of applicable guidelines and regulations with proposed alternatives for resolution. Reviews and studies regulations, directives, laws, accounting manuals, policy statements, etc. that affect accounting and funding. Recommends and/or effects changes to meet requirements. Independently resolves financial problems of great complexity. Evaluates complex programs for compliance with policies and regulations. Analyzes new policies and processes to determine the extent of their influence on other current policies and procedures as well as regulatory and policy objectives. Performs analyses and interpretations of financial statements and reports to resolve problems for which no clear precedent exists and independently develops methodologies to address such problems.
