Hauptaufgaben
Serves as a Budget Analyst for Resource Management Division with the United States Corps of Engineers Europe District (CENAU). Performs a wide range of administrative, analytical, and budgetary duties in the formulating, programming, presentation, and execution of the District Operating Budget. Provides expert advice to program managers and staff members of Europe District on all phases of appropriated funds, especially in proper usage of funds in current, expired, and lapsed periods of availability for obligation and/or disbursement. Exercises responsibilities including reviewing work as needed; assuring accuracy requirements are met. In all activities, assures equal opportunity and promotes affirmative employment. Familiarity with Corps of Engineers Financial Management System (CEFMS) and processes is a must.
Through application and constant review and analysis, performs budgetary functions associated with the establishment and monitoring of income and expenditures for authorized missions with CENAU. In support of this function, reviews the budget for initial funding requests for submission to higher headquarters. Requests additional funds for on-going missions. Monitors the use and rate of expenditure of budget funds through continuing dialogue with program officials and their staffs, review of written documents and examination of accounting records. Keeps informal records of obligations, commitments, and expenditures for assigned programs and/or organizations. Maintains fiscal control over appropriations/programs assigned and is responsible for administrative restrictions to preclude over-obligation and over-expenditure, and controls funds to ensure they are used effectively. The authorized missions are subject to fluctuating revenues and changing demands for services which require incumbent to adjust budgets throughout the fiscal year. Researches, analyzes, and interprets appropriations law and Comptroller General Decisions in conjunction with this duty. Applies Fiscal Law and appropriation law to receive or return funding required for authorized missions.
Serves as the primary German local national (LN) timekeeper for CENAU. Responsible for tracking the work schedules of 70-90 LN employees. Maintains an automated log and inputs labor data into an automated payroll data system, Local National Time and Attendance (LNTAP). Knowledge of LNTAP and the rules/regulations related to LN payroll requirements is highly desired. Responsible for filing and keeping historical records of all the LN time records and annual leave and absence records on AE Form 690-99H and Request, Authorization and Report of Overtime on AE Reg 690-110A. Cross-checks all the information for accuracy. Tracks all the annual and sick leave balances to ensure regulations are followed. Monitors all suspense controls. Answers all inquiries relevant to the LN payroll system, rules, and regulations. Prepares periodic and recurring automated reports for Resource Management and Internal Review. Works with various staff offices, including Resource Management to ensure successful execution of LN payroll. Maintains individual training requirements for relevant CEFMS access, manpower and management applications, responsible for cataloguing and filing all payroll and administrative documents invoices, in accordance with USACE Records Management. Serves as the primary point of contact for District-wide LN payroll and leave documentation and input and updating information into CEFMS program, including leave usage and tracking, medical documentation for LN medical leave and assisting with fixing payroll issues for LN personnel.

Job Related Experience: Experience that provided knowledge in budget formulation, consolidating budget estimates, adjusting data on related forms and schedules, identifying, categorizing, and analyzing data in order to
relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, maintenance, etc. Experience as an Accounting or Budget Technician/Assistant with the US Forces at the C-5a or higher grade
is creditable experience.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Training: Incumbent of the position must complete mandatory training as directed.
C-6a:

Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
Driver's license class B required.

Position may be filled at the C-6, C-6a, or at the full performance level, C-07. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
Temporary Duty Travel (TDY) of up to 25% required.
