Hauptaufgaben Manages for the Directorate of Public Works (DPW) the Base Operation Services (BOS), Sustainment, Renovation and Modernization (SRM) and reimbursable account program. Each account must be appropriately documented and charged timely for work performed so that all actions are incorporated into the DPW budget execution. Incumbent is responsible for analysis of all aspects of assigned Real Property Maintenance Activity programs. Serves as an authoritative, technical program analyst to resolve difficult issues. Researches, coordinates, complies, analyzes, and presents data for various new and recurring reports, surveys, etc. required at the Directorate, Command, Headquarters, MACOM, or Department of Army (HQDA) levels. Responsible to develop and manage the execution of the DPW budget, which consists of estimated costs and justified funds needed to implement the program formulated in the program. Funds necessary to meet the DPW requirements are to be fully justified which is accomplished through the Unfunded Requests (UFR). The Sub Activity Groups (SAG) 131 and 132 funds received are to be distributed across the DPW accounts through the Chief of Budget which has to be formulated from the RPMA programs. Controls and monitors DPW discretionary funds. Performs the analysis of spending to detect trends and corrective action with regards to policies and Army Management Structure in accordance with DFAS-IN 37-100-XX. Monitors and maintains the daily execution of current and immediate prior year, ensuring that commitments and obligations are posted to the databased General Fund Business Enterprise System (GFEBS). Screens input making all necessary corrections and adjustments as required. Reviews Non Stock Funds Orders and Payables (NSFOP) on regular basis, ensuring that all obligations are valid and adjustments/corrections are made. Reviews and updates outstanding commitments via on-line checks and personnel contacts with RCO, COE and other contracting agencies. Reviews Maintenance Funding Execution Structure (MFES) and Standard Operations Order (SOO) Structure to add/revise or delete as needed. Responsible for the overall development of long-range plans, programs, and activities, which include requirements for operations, organization, equipment, facilities, budget, reporting, controls, and processes for accomplishing portions of the DPW mission. Oversees the planning functions to support USAG Rheinland-Pfalz and tenant agencies in establishing requirements. Develops objectives, standard operating procedures, major responsibility assignments, and plans for the coordination, integrating, direction, and recommendations of all segments to provide supporting services to the mission. Interpreters, adapts, and implements regulatory guidance to meet the needs of the operational requirements. Establishes fiscal year procedural milestones for DPW Financial Plan Formulation, Budget Execution (Spend Plan), Year-End Closeout, and other matters related to cost accounting. Ensures proper coordination, communication, and prioritization of DPW requirements to meet these milestone suspenses. Prepares narratives for requirements to show description, justification, and impact if not funded. May require constant follow-ups and validation of initiatives, with staff and customers. Validates purchase requests, monitors contracts, and reimbursements to ensure all funds are executed by fiscal year- end close. Tracks funding received from contracts ending or cancelled, purchase requests de-committed or de-obligated, are identified and received by DPW in a timely manner for execution on other requirements.
