Hauptaufgaben
Plans, organizes, directs, and supervises the execution of transportation support performed by motor vehicle operators, and additional clerical employees. Schedules work assignments and activities on a long-range basis, thereby following instructions and priorities established by higher level authorities. Establishes detailed work plans, programs and projects, and follows up on the execution of mission and functional responsibilities; determines manpower, tooling, material requirements, and methods to be used; directs the requisitioning, procurement, storage and economical utilization of resources. Implements new or revised procedure and work methods providing information and advice in the interpretation of policies, changes in production techniques, and semi-operational matters. Establishes a good working climate to encourage subordinate supervisors and employees to participate in achieving management goals and to promote efficient and economical work operations. Coordinates matter with Military Police and German Police concerning vehicle accidents, interviewing witnesses, etc. Supervises preparation of vehicle accident reports. Supports EEO and labor management relations.
Plans for and controls the effective utilization and distribution of allotted funds. Develops requirements for operating budgets and verifies billing information for fleet lease. Furnishes substantiated justification for, and request allocation of, additional funds as required. Originates and answers official correspondence, signs correspondence, production reports, time and attendance reports, supply documents and related activity maters. Evaluates the overall effectiveness of operations, manpower requirements, supplies and equipment utilization, and coordinates matters of operational concern with community elements, customer, property disposal, etc. Consolidate and submit cost-performance data for DA-mandated reports. Provide oversight of NTV tables of distribution and allowances (TDAs). Ensure all tenant organizations appoint a unit transportation coordinator (UTC). Ensure NTVs are properly assigned on a recurring- or general-dispatch basis to meet validated customer requirements. Conduct quarterly reviews of dispatch categories. Evaluates accomplished production in the light of established standards, eliminates bottlenecks and other weaknesses in the operation. Acts as the government representative for contracted transportation and other leased vehicles of varying number and types. Incumbent provides monthly reports on vehicle accidents, vehicle utilization rates, maintenance services, and fund execution.
Personnel Management: Assigns and explains work requirements to subordinates, sets deadlines, and sequence of operations; maintains balanced workloads, reviews and analyzes operational costs, and personal utilization records to evaluate progress of work and to control or reduce operation cots; studies continuing actions for possible improvement. Approves leave and initiates personnel and position actions to include appointments, reassignments, promotions, disciplinary actions, etc., promotes and executes a personnel management program, makes formal appraisals of subordinates, work performance, handling disciplinary matters, hears and resolves problems and complaints from employees. Also identifies developmental and training needs of subordinate supervisors and workers, providing and making provisions for such development and training. Accomplishes position and pay management reviews. Ensures that safety and sanitation measures are observed; that economical use is made of personnel and materials, and that discipline is maintained. Evaluates employee suggestions. Disseminates pertinent administrative information to subordinates and ensure compliance.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
C-6a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
E&T Level III: 3 years of creditable experience as defined in B below.
E&T Level IV: 2 years of creditable experience as defined in B below.
E&T Level V: 1 year of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
Office automation skills required.
Applicant must be in the possession of a valid driver's license class B and must be able to obtain/maintain a military motor vehicle operator's license.
LANGUAGE PROFICIENCY LEVEL:
English and German Language Proficiency Level C1 required.

Beschäftigungsbedingungen
Position may be filled at the C-6 or at the full performance level, C-6a. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
If requirement exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
Situational teleworking possible.
