Hauptaufgaben
Primary purpose of this job is to serve as Chief, Movement Control Office (MCO), with responsibility to direct and execute Transportation policies and guidelines, within assigned geographical area and as transportation agent with signatory authority who performs the full range of complex work involved with determining the legally applicable and most economical rates and routes for shipment of freight in accordance with published tariff routing, etc. Incumbent plans, assigns, and evaluates work to be accomplished by subordinates; gives advice, counsel, and instruction to employees on both work and administrative matters. Incumbent is responsible to supervise, administer, or perform work involved in the procurement of common carrier and other and miscellaneous means, for the domestic and foreign movement of freight. Performs pre audit on freight bills for commercially contracted transportation using available tenders, tariffs and other guidelines. Reviews bills for correctness and compliance with the requested transportation service. Signs for correctness of services rendered by commercial carriers and for correctness of documentation. Receives and reviews written and oral requests for shipment of military cargo of all kinds to be shipped for special material and physical characteristics. Determines priority of request and identifies items which require particular handling, packaging, loading, or carrier equipment, military escort, or security measures. Selects appropriate carrier and mode such as rail, road, air, ship, government of commercial funded services, etc. Incumbent considers comparability of approximately costs, availability of through routes, carrier operating rights and priority shipment. Receives information on Military Impedimenta (MI) movements in and out of AOR. Closely coordinates MI movements with troop unit Commanders and host nation rail officials. Ensures that troop units adhere to applicable time schedules for loading of trains and that safety rules and regulations are adhered to and instruction given by rail inspectors are correctly followed in order to ensure that loaded trains pass final inspection. Arranges for inland and international shipment, to include full, partial, and piece loads using through, diverted and multi-wide shipment operations. Codes and prepares appropriate shipment documentation according to mode of shipment. Identifies requests, which are handled locally, and those, which must be passed on to regional office for approval. Requests placement of transportation from higher headquarters, or coordinate local contracted services. Maintains contact with host nation rail authorities and local economy commercial firms. Responsible for the coordination and establishment of commercial bus tenders within appropriate AOR. In order to support PAX Transportation of troops. Plans varied special transportation actions, involving shipments with non-recurring origins, destination points, or routing patterns. Coordinates specialized carrier equipment and services, such as cranes, special packing for sensitive or dangerous materials, military escorts, etc. Contacts local state offices to arrange permission for extra wide loads, escorts, special routes, etc. Employee ensures that consigned unit takes all actions and precautions to prevent delays in loading, demurrage costs, and safety hazards. Prepares special shipment forms for customs clearance for air or ship transportation. Prepares a variety of recurring and special reports on shipment operations. Compiles statistical data for the daily installation status report and monthly transportation operation report to show each mode use and operation; researches and prepares the monthly commercial and military line haul status report to reflect funding of various mode operations. Maintains files, information and statistics on freight operations. Provides information to customers consignees, other freight transportation offices and local economy carriers as requested. Provides advice on how to ship various items, costs, forms required, time frames, priorities, etc. In performance of above duties, incumbent is required to speak and understand the German language in order to make contact with the host nation rail and local economy carrier representatives, and to read, understand and complete German freight shipping specifications, forms and documents. Incumbent must be proficient with various computer programs, I.E, WINDOWS, WORD, EXCEL. Requires being proficient with all related Military Transportation electronic programs and systems.
Performs other duties as assigned.

The amount of the higher level experience must be in a reasonable relation to the required total number of years.

Beschäftigungsbedingungen
• Es handelt sich um eine befristet Vollzeitstelle (38.5 Std./Woche), bis zur Rückkehr des permanenten Stelleninhabers, jedoch nicht länger als 15-JUN-2026. /
This is a temporary full-time position (38.5 hrs /week) until return of permanent incumbent, not to exceed 15-JUN-26.
• Die Stelle kann in der Besoldungsgruppe C-06 oder in der vollen Leistungsstufe C-6A besetzt werden. Der Stelleninhaber kann nach Abschluss der erforderlichen Ausbildung und auf Empfehlung des Vorgesetzten ohne Ausschreibung in die nächsthöhere oder volle Leistungsstufe befördert werden. / Position may be filled at the C-06 or at the full performance level, C-6A. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
• Situationsbedingtes Telework ist möglich. / Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
