Malteser International has been working in Nigeria since 2017. In Northeast Nigeria and more specifically in Borno, Taraba and Adamawa States, MI is currently active in the WASH, Protection and FNSL sectors for saving and improving the lives of both the IDP/refugee populations as well as the host communities. The WASH activities focus on improved access to safe water, sanitation, and hygiene, including NFI distribution, solarization of boreholes, rehabilitation of hand pumps, construction of latrines, and hygiene promotion. The protection activities focus on prevention and response to Gender Based Violence (GBV) cases. The Food Nutrition Security and Livelihood interventions mainly focus on micro gardening, pullet rearing for egg production, composting and Nutrition (food demonstration, referrals of malnutrition cases to nutrition partners, and sensitisation on nutrition. Malteser International applies a participatory, gender-sensitive and inclusive approach.
For its work in Maiduguri, Borno State Nigeria, Malteser International is looking for a motivated Access and Safety Officer – National Position.
This is a position that requires a highly motivated, result-oriented individual who will grow within our organisation as an Access and Safety Officer (ASO). The ASO supports the Country Coordinator (CC) and Senior Management Team (SMT) in ensuring the safety and security of all MI staff, assets and programs within the country, through a comprehensive operational context and risk analysis methodology. The ASO will be responsible for the design, implementation and ensuring compliance and oversight of relevant risk management policies and procedures.
Your responsibilities:
1. Security Management: Elaborate/revise the relevant security documents (risk analyses, Local Safety & Security Rules, Contingency & Relocation plans, and Country Security and Safety Management Plan), in collaboration with the Country Coordinator.
2. Context analysis: Perform regular qualitative follow-up of the political, military and security context in the country.
3. Access: Support and represent the Country Coordinator in negotiations to obtain access to civilian and/or military authorities and the UN System. Liaise with the government, Army, Police, Department of State Service, INSO, UNDSS local authorities and other key external stakeholders to ensure that MI staff maintains regular and safe access to program areas.
4. Training/ Capacity Building: Develop a training and capacity building plan on safety and security and ensure all staff and security focal points have undertaken essential training either internally or externally sourced.
5. Reporting and Information Management: Ensure regular (Ad-Hoc, Weekly, Monthly) security and incident reports are completed and uploaded on relevant share points, providing timely updates of situational, security/safety and capacity enhancement developments. This should include outcomes of the incident investigation if any.
6. Human Resources: Supervise and liaise daily with contracted facilities (Office and Guest House) guards at the Country Office in Maiduguri to ensure they are trained and aware of Malteser International’s SOPs and are effectively enforcing the required regulations.
7. Representation and coordination: Attend security coordination and bilateral meetings and update the Country Coordinator on current security issues.
Your profile:
8. A master’s degree preferably in a field related to Humanitarian Work or Risk Management, with a minimum of four (4) years of demonstrative experience in Safety and Security with INGOs in Nigeria.
9. Strong assessment, evaluation, reporting, and analysis skills, strategic planning skills with proven technical expertise in safety and security management.
10. Technical competency and training experience in field-based communication systems such as radio, satellite, and internet systems, with sound knowledge of humanitarian principles of impartiality and neutrality as outlined in the Humanitarian Charter and the Malteser International Code of Conduct.
11. Existing networks with influential actors in the Northwest, Northeast, and South-South states of Nigeria (e.g. on security, political, social, cultural, and religious levels).
12. IT literate, MS – Word, Excel, PowerPoint and MS Outlook and teams, including experience in incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system Geographical Information System (QGIS), and compilation of security reports and assessments.
13. Proven fluency in written and spoken English is a must, and a proven understanding of local languages like Hausa, and Kanuri is a plus.
14. Being able to advise and present convincing proposals and analysis on access and safety issues.
