Hauptaufgaben
Incumbent serves as a management support and advisor to program directors in the development and execution of assigned essential civilian personnel programs. Performs a wide variety of administrative and technical duties designed to integrate a number of services and functions into the overall management of the civilian personnel administration program, requiring a thorough knowledge of program objectives, program services, methods, and techniques necessary to effectively accomplish program goals.
Provides Human Resource advice and assistance to managers and employees on complex personnel management matters involving policies, recruitment and placement actions, staffing, classification, and performance management. Ensures all procedural and administrative tasks are performed for the timely and correct completion of essential personnel actions. Collaborates with personnel specialists in finding solutions to management problems. Provides guidance, counseling and disseminates information regarding regulatory procedures and requirements to managers and employees on a variety of essential personnel actions for both a US and German employment programs. Uses in-depth knowledge of the organization to assist managers in evaluating needs and feasibility of various alternatives in filling manpower requirements. Advises managers and operating action officers on civilian personnel action processing techniques and programs. Advises managers of unique situations within the organization that require deviation from established staffing models. Serves as liaison to all participating agencies, activities and stakeholders on US and LN civilian personnel programs. Explains various staffing alternatives/options based on sound analytical understanding of the principles of staffing and recruitment for both a US and German Local National Employment programs. Informs managers on benefits and allowances cost elements involved with use of various types of personnel scenarios and situations: self-sponsorship, family member employment, term and temporary appointments, WAE, etc. Advises on most efficient use of these categories for respective types of appointments. Makes recommendations for US to LN or LN to US, and military to civilian position conversions and reallocation of resources.
Serves as an interface between five Civilian Personnel Advisory Centers and organizational managers and civilian employees in the administration of essential personnel actions. Advises, instructs and assists managers and employees in the use of DoD civilian personnel systems. Identifies and evaluates problems associated with the administration and flow of personnel actions throughout the organization to CHRA, and provides recommended changes and solutions based on analysis of data collected. Prepares reports and/or briefings to inform management of analysis results for use in the decision making process or for in progress status information. Utilizes the civilian personnel automation tools such as Defense Civilian Personnel Data System (DCPDS), Request for Personnel Action (RPA) Tracker, Fully Automated System for Classification (FASCLASS), Army Regional Tools (ART) and Customer Service Unit (CSU) to facilitate management's effective accomplishment of personnel management functions. Serves as the key advisor to managers and administrative officers on civilian personnel actions using the DCPDS system. Evaluates all Requests for Personnel Action (RPAs) to ensure personnel actions are consistent with the MEDCOM and CHRA requirements. Conducts research and develops or coordinates appropriate documentation in support of civilian personnel management requests and actions. Initiates, monitors and tracks RPAs (SF-52s). Makes certain personnel actions are complete, accurate, and include the appropriate documentation (i.e., position descriptions, resumes, and veteran documents).
Prepares and types civilian travel orders. Types of orders may include inbound/outbound travel orders, educational travel and renewal agreement travel. Orders are prepared using the eligibility determination form provided by CPAC. Coordinates fund cite with resource management division and returns completed orders to CPAC. Maintains an electronic case file for PCS travel. May be required to answer basic questions on civilian travel entitlements.
Provides DoD civilian personnel systems support to managers and employees. Coordinates local presentation of courses, maintains attendance data and completes reporting requirements.
Performs other duties as assigned.

C-6a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
E&T Level III: 3 years of creditable experience as defined in B below.
E&T Level IV: 2 years of creditable experience as defined in B below.
E&T Level V: 1 year of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
C-7:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
E&T Level III: 4 years of creditable experience as defined in B below.
E&T Level IV: 3 years of creditable experience as defined in B below.
E&T Level V: 2 years of creditable experience as defined in B below.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Office Automation skills required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency Level AND German Language Proficiency Level C1 required.

Position may be filled at the C-6A or at the full performance level, C-07. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
