Description Summary: Yorktown Systems Group is seeking a qualified Service Level Agreement / Network Manager Specialist to support the Joint Force Training Centre (JFTC) located in Bydgoszcz, Poland to conduct pre-deployment training activities for current theatres of operations and other exercises and training events (TEs) as assigned by NATO’s Allied Command Transformation (ACT). Following the ambition of NATO 2030 agenda and Bi-SC’s intent to increase JFTC support for tactical training of NATO Response Corps aligned with regional plans and to improve JFTC’s interoperability and military effectiveness through transformation by warfare development, JFTC needs to expand its workforce capabilities. Directly linked with SACEUR’s priorities, tasks and guidance, as well as, ACO’s proposed critical requirement areas: Readiness and requirement for substantial strengthening of NATO's ability to provide true-to-life training to the Corp and Division level HQs. The candidate will meet the critical requirement of having proper mix of expertise and knowledge not easily found within current military officers working within JFTC and NATO structures. Additional contract support will be needed within all 4 Key Requirement Areas to shape JFTC’s workforce according to the NATO 2030 ambition. This Service Level Agreement (SLA)/Network Manager is required to enable direct link between JFTC and key NCIA stakeholders in support of NATO 2030 future training and exercise development driven IT support requirements; answers the increased SLA governance and negotiations required by NATO Wargaming’s associated projects and programs, Multi-Domain Operations, Digital Transformation, Future Exercise Model, and Future Modelling & Simulation systems. Specific duties may include, but are not limited to: SLA/Network Manager is responsible for managing NATO CIS financial planning and institutional processes for JFTC SLAs, as well as preparation and execution of CIS long term capability management in close coordination with NCIA and ACT, to include the following: Provides subject matter expertise to the CIS Engineer and NCIA CSU Bydgoszcz regarding sustainability of the JFTC IT platform and its future development toward NATO 2030 program requirements in close conjunction with overall TEED-C4/MS Branch requirements. Prepares, executes, and represents JFTC in all SLA related meetings and conferences. Monitors NATO technical CIS plans, policies, and initiatives with relevance to JFTC’s training capabilities, and creates necessary provisions in the SLA to meet operational requirements. Supports preparation of advice for the JFTC leadership on all SLA related issues. Provides written, verbal, and briefing inputs to Branch, Division, and JFTC leadership during planning and implementation of the JFTC IT platform related issues with special focus on SLA budgeting. Work with a range of equivalent wargaming and simulation stakeholders within NATO including the Strategic Commands and externally with NATO Partners and relevant international and regional organizations including EU, as well as with industry and academia to tailor scenario design and objectives to sponsor requirements. Supervise and monitor the input/output of all assigned augmentee activities directly related to SLA design initiatives, projects, and programs. In order for the command to deal with emergent requirements the incumbent may be required to perform other related duties as directed (in particular, the incumbent can expect to work as a member of Working Groups, Project Teams, etc. for defined periods of time). The incumbent may be required to undertake Temporary Duty (TDY) and/or travel within and outside NATO’s boundaries for up to 100 days per year. Personnel are expected to conduct themselves in accordance with the current NATO Code of Conduct agreed by the North Atlantic Council (NAC), and thus display the core values of integrity, impartiality, loyalty, accountability, and professionalism. The work is normally performed in a Normal NATO office working environment. Requirements Required Qualifications: A minimum of 4 years of experience working in NATO and/or a National military HQ at the operational level. Experience in service level management. Experience in developing Change Initiatives related to organizational process improvement, technological improvement, organizational restructuring, and cultural transformations. University Degree in strategic planning, systems analysis, operations research, statistics, computer assisted modelling, information management, or related discipline and 2 years’ function related experience or higher secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. Minimum ITIL Foundation Version 4 certification. Native English language speaker or individual presenting very good command of spoken and written English, with a proven ability to communicate effectively orally and in writing at the level of (SLP) NATO STANAG 6001 - 3333 (Listening, Speaking, Reading and Writing). Clearance: Must possess an active NATO or U.S. SECRET security clearance.
