AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Applies a wide range of security concepts, principles, and practices to resolve complex security issues. Performs evaluative, analytical, advisory, and administrative duties concerning physical protection of the Depot, which contains bunkers with classified and sensitive munitions. Position requires extensive familiarity with Regulations and procedures pertaining to security of Arms, Ammunition and Explosives (AA&E) facilities and material. Position requires comprehensive knowledge and thorough interpretation of physical security, operations security, and major categories of security forces regulations. Administrative: Develops new, or updates existing, physical security policies, procedures, training, briefings and plans in coordination with the Theater Logistics Support Center- Europe (TLSC-E), Security Manager. Analyzes the mission and tasking outlined in operations plans, command guidance, and applicable higher echelon regulations and policies. Coordinates with functional specialists at organizational levels and with representatives of host nation authorities to develop directives that reflect current threat assessments and unique aspects of security operations. Analyzes complex security issues, develops methods to improve situations and/or to resolve problems, and provides recommendations to the ACE Director for approval. Adapts approved recommendations into local policy and procedures. Conducts studies of current and projected ACE operations to determine security factors and implications. Attends meetings with ACE staff and representatives of pertinent organizations (e.g., military police leaders, Host Nation Police Officials, military/civilian managers) to establish effective communications, coordinate and resolve sensitive security issues, and to perform long-range planning. Participates in meetings and briefings with military and civilian officials to provide information on security and related matters. Represents the ACE at local, regional and Garrison level meetings and councils. Provides technical advice and oversight on ammunition specific security matters to external contracted agencies. Organizes and coordinates the escort requirements for external and contracted agencies specifically where the ammunition operations areas is concerned; where applicable uses provided limited tactical authority to augment guards within the restricted operations area. Physical Security/Protection: Evaluates physical security program operations in ACE for efficiency and effectiveness. Remains current with industry advances in security and protection devices (e.g., fencing, locking mechanisms, lighting, alarm systems, personnel entry control systems, intrusion detection systems, vaults, etc.). Conducts on-site visits to advise on physical security measures, enhance uniformity of ACE operations, ensure compliance with provisions of all applicable regulations, and validate adherence to security standards. Develops comprehensive plans to improve or modify security programs, and submits for review and approval. Takes action to coordinate and implement approved recommendations. Evaluates engineering drawings of new construction projects for application of potential security systems. Performs required tests on installed electronic security systems to determine operational status. Single point of contact for planning, procurement, and implementation of all new electronic security systems. Ensures mission essential or vulnerable areas and facilities are considered in the host nation installation physical security plans, and makes recommendations where necessary. Monitors work orders related to physical security repairs and maintenance prior to submission to appropriate agency for action. Serves as Security Key and Lock Control Officer for the TSA-M and ASA 9. Provides key control technical advice and guidance on key and lock inquiries. Monitors the security key and lock systems (including IDS keys) including control, issue and rotation of keys/locks. Keeps records of serviced areas to include total number of locks/keys and key blanks on hand. Monitors inventory of key control systems. Conducts periodic Security Assistance Visits (SAV) of all departments to assure that custodians are complying with key and lock procedures. Trains key and lock custodians annually in operating and changing of combination locks and completing required records and inventory forms. Emergency essential personnel: Serves as direct ACE liaison with the Miesau Ammunition Depot Antiterrorism Officer (ATO) on all FPCON issue's to include Force Protection exercises and operations. Responsible for the delineation of information to the ACE Director, Deputy Director, and Security Officer. Will rotate with a second Physical Security Specialist to ensure there is always a person on 24 hour call. Must be able to report back to Miesau within 1 hour in the event of an emergency while on call. Serves as the liaison officer with the German Federal Forest, Ponds Security Manager, Police Officers both military and German and all responsible Police Commands of the Local areas for all matters concerning the security and environmental protection of the depot. Performs other duties as assigned.
