Hauptaufgaben
Serves as a Program Analyst at the Army Service Component Command (ASCC) level in the Headquarters (HQ) United States Army Europe and Africa (USAREUR-AF), Office of the Deputy Chief of Staff, G-1, Civilian Personnel Division, Department of Defense Contractor Personnel (DOCPER) Office. Responsible for all matters pertaining to granting of Article 72 and Article 73 status for contractor employees for assigned and approved DoD contracts, as authorized by the North Atlantic Treaty Organization (NATO) Status of Forces Agreement (SOFA) Supplementary Agreement (SA) with Germany and/or the 1995 "Shell" Agreement with Italy. Reviews and evaluates Troop Care Status Accreditation (TCSA), Analytical Support Status Accreditation (ASSA), Technical Expert Status Accreditation (TESA), and/or Technical Representative Status Accreditation (TRSA) of employees for DoD contracted companies. Reviews and evaluates individual applications, resumes and credentials within the context of various German-American bilateral agreements (Exchange of Notes) affecting implementation of Articles 72 and 73 of the NATO SOFA SA. Interprets and applies NATO SOFA SA, Implementing Framework Arrangements, agreements with German state governments, and/or the "Shell" Agreement provisions pertinent to the NATO SOFA status accreditation application process. Makes appropriate recommendations to support DOCPER positions taken with both host nation and US governmental entities. Researches historical trends in application approvals and denials, and analyzes and interprets results to more efficiently and accurately complete the application process. Analyzes and evaluates particular factual situations in overall context of program objectives and operations. Determines whether individual applicants have met all international requirements and will receive NATO SOFA status. Identifies trends and current policy to develop and recommend courses of action that provide positive results and remedy or improve sub-optimal situations. Communicates orally in an articulate fashion, with efficiency and diplomatic tact. Gives oral presentations and provides responses in a clear and concise fashion to a wide variety of audiences internal and external to the command, to include other agencies and host nation officials. Guides Contracting Officer Representatives (CORs), contracting company representatives, and certain individuals through the NATO SOFA status accreditation application process. Explains to CORs, contracting company representatives, and certain individuals the results and consequences of the application process, and advises CORs regarding options and appropriate courses of action. Deals with CORs, defense contractors, and contractor employees who may be typically angry, anxious or unwilling to accept the results of the application process, and advises Chief, DOCPER, of results of those interactions.
Performs other duties as assigned.

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 2 years of job related experience as defined below.
E&T Level III B and C: 2 years of job related experience as defined below.
E&T Level IV A : The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 1 year of job related experience as defined below.
E&T Level IV D: 1 year of job related experience as defined below.
E&T Level IV B and C: are not creditable for positions in this occupational series.
E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; no additional experience required.
Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.
Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.
Training: Selectee must complete mandatory training, as directed.

Position may be filled at the C-06 or at the full performance level, C-6A. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
