Hauptaufgaben Serves as Traffic Management Specialist with responsibility for processing diplomatic clearance requests for the movement of military freight and personnel by military / commercial highway and rail across international borders of countries within the EUCOM and AFRICOM Theater of Operation (TOA). Ensures diplomatic clearance requests are processed through the appropriate US and Host Nation authorities located in the country being transited and IAW prescribed timelines. Interacts with US and Host Nation authorities when questions arise. Diplomatic clearances will be granted for specific missions, specific items or personnel, specific time periods, designated border crossing points for entry and exit and prescribed routes of movement. Provides guidance to subordinate Movement Control Elements regarding procedures and requirements for international movements. Assists multi-service EUCOM elements and other units moving cargo/personnel within the USAREUR Movement Control System (UMCS) in determining transit request timelines and procedural requirements. Answers questions and de-conflicts inquiries in reference to transportation procedures in the European and African Theater of operations. Ensures that transportation assets are programmed against stated requirements and that those requirements meet set timelines for processing. As appointed Transportation Agent for TIB, authenticates commercial freight documentation for mission critical DA and 21st TSC directed rail, commercial highway and commercial air transports. Serves as TIB duty free Customs Clearance Officer (CCO) for these transports. Authenticates Form 302 for import/export customs declarations of US government owned cargo, entering, leaving or transiting countries within the EUCOM TOA. The duty requires temporary duty to remote locations on average of 35-50 days per year. Executes approved support IAW USAREUR, DA and DOD policy and directives. Provides cost estimates, requests sufficient funding and verifies commercial carrier invoices for accuracy and provides correct documentation to the issuing Resource Management for payment. Remains current on international customs and transportation laws. Maintains a Commercial Tariff and Tender Library. Consolidates all requests for commercial highway tenders submitted by Movement Control Elements. Screens requests for necessity, and, if appropriate, forwards requests to EUCOM ICTB for negotiation. Receives and screens commercial tenders to ensure requirements are met, requests changes/additions where necessary and distributes tenders to the MC-System. Keeps copies of all existing tenders, maintains a log sheet of all tenders, requests timely amendments where needed if tenders have expired. Requests termination of tenders if necessary. Consolidates customer satisfaction reports to submit to ICTB EUCOM for action where necessary. Maintains and distributes average cost calculator based on rates of existing tenders to allow for easy cost calculation and selection of good value carriers. Performs other duties as assigned.
