Hauptaufgaben
Serves as a mechanical engineering technical expert with responsibility for developing the designs, plans and specifications for plumbing, heating, ventilating, air conditioning and other systems of major size and complexity for use in military facilities in European and NATO allied nations. This includes multi-story buildings, heating plants, medical facilities, DODDS Schools, Commissaries, Hotels and similar structures. The mechanical engineering discipline requires the application of US and Host Nation criteria, codes, and standards in the construction of the most complex military facilities. Prepares drawings on CADD, specifications and design analyses for mechanical portion of design performed in-house, and reviews contractor's design submittals. Typically, is assigned projects of considerable difficulty, i.e., containing combinations of unusual features, requiring significant departures form previous approaches to similar projects. Design review and design development are complicated by the requirement to adhere to US and Host Nation building, safety and fire codes; the use of US and foreign materials and equipment; differences in standards and construction techniques. In addition, serves as a technical advisor to USAEDE engineers on complex design projects. Serve as a mechanical engineering technical expert during in-house design or in review of contractor performed design, evaluates design objectives, and performs complex technical calculations. Identifies most economical and efficient procedure for project design and performances considering all influences and prepares necessary drawings, specifications, and supporting documents for advertised or negotiated procurements. Reviews the work of Architects/Engineer contractor firms to ensure design excellence and space requirements are met. Prepares correspondence, technical reports, fact sheets, status reports, and schedules as required to complete project assignments. Reviews and evaluates shop drawings, samples and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection or revision. Furnishes technical advice to other engineers on possible approaches to the solution of specific design problems. Assists in training new mechanical engineers in the organization. Consults with construction division personnel to resolve differences and complex unforeseen problems and latent conditions developing during construction and based on the condition, prepares sketches or change drawings and specifications solving the problem and incorporates these change documents into the contract performance documents. For projects designed in-house, performs or directs the survey and investigations at the projects site to determine condition of facilities and to secure necessary data prior to initiating design, evaluates the data obtained and incorporates the salient factors into the design considerations and solutions.

E&T Levels I thru IV: not creditable for positions in this occupational series.
E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.
* Must have Master's degree or Diploma as Dipl. Ing. from a university.
* Office automation skills required.
* Driver's license class B required and incumbent must be able to obtain and maintain a government vehicle driver's license.
LANGUAGE PROFICIENCY LEVEL:
English AND German Language Proficiency Level C2 required.
