Position Specific Summary
The Human Resources Analyst position at the City of Tucson’s Human Resources department performs professional human resources work with a focus on the Family Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), City Medical Leave, and other related leaves and accessibility programs, ensuring compliance with federal, state, and local laws. This position interprets employment laws, Civil Service Commission Rules, policies, and procedures, providing consultative services to managers and employees.
Work is performed under the supervision of the Human Resources Manager. This position does not supervise.
Duties and Responsibilities
1. Consults with department managers on the administration of FMLA and other leave programs, including Military Leave, Administrative Leave, City Medical Leave, Donated Leave, and others.
2. Processes leave cases by reviewing submitted requests, seeking clarification from medical providers as needed, and providing designation (leave) determinations. Ensures eligibility according to federal, state, and local laws, as well as compliance with City of Tucson Administrative Directives and Civil Service Commission Rules.
3. Serves as a subject matter expert on medical leave options, including reasonable accommodations, medical disability retirement. Provides training and guidance as needed related to Leaves and Accessibility.
4. Collaborates with department leadership to ensure proper handling of leave cases, including managing employee rights and responsibilities, as well as case documentation.
5. Assists employees with questions about city policies, procedures and Administrative Directives, and provides consultation on applicable laws and city regulations.
6. Reviews business processes, systems, and forms, collaborating with leadership to identify and implement necessary process changes that impact workflows.
7. Creates and supports the implementation of optimized workflows related to system processes, ensuring clear communication and effective solutions.
8. Analyzes accruals and collaborates with other divisions for adjustments and guidance during unpaid leave cases. Educates and directs employees as needed to appropriate resources during ADA interactive’s when performance issue components are included in leave process.
9. Performs all other duties and tasks assigned.
Working Conditions
Requires on-site presence working in traditional office settings indoors.
Prolonged periods sitting at a desk and working on a computer. Working in close proximity to others.
May be required to travel to various City Departments.
MINIMUM QUALIFICATIONS
Education: Bachelor's Degree
Work Experience: One (1) year of directly related experience.
License/Certifications: Valid and unrestricted Arizona Class D Driver License - Arizona Department of Transportation
Any combination of relevant education and experience may be substituted on a year-for-year basis.
PREFERRED QUALIFICATIONS:
Human Resources certification from an accredited HR Association.
Experience with leave case management in a public setting.
Experience with Workday or HRIS system.
Experience with Leave management system.
