Hauptaufgaben
Serves as a Budget Analyst responsible for providing advice and guidance to program Managers for assigned accounts. As the program Manager principal liaison for fiscal issues, performs a wide range of budget functions in the formulation, execution, presentation and review of assigned segments of the installation and tenant activities budget program.
Analyzes local guidance and that received from higher headquarters to determine applicability and impact to major segments to the budget for which responsible; insures that serviced activities understand and can comply with instructions by expanding or interpreting as necessary; receives all program plans and requirements from serviced activities; reviews and analyzes for propriety, adequacy, validity, consistence with prior performance, priority for utilization of resources, overall realism of projections and proper balance/relationship of resources within specific areas. Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by IMCOM HQ, Resource Management and AMC.
Monitors the execution phase of the budget program,, for all assigned activities/lead budget analyst, major reprogramming actions required to accommodate overall programming as it pertains to funds; assures proper balance between direct funds and reimbursement; maintains and informs the chief business operation and integration of anticipated problem areas; performs special analyses, highlighting potential program execution problems; determines impact of proposed legislation changes, correlates and verifies information from all available sources to assure full and effective utilization of resources available to serviced activities; monitors overall progress of the program to assure the availability of funds for directed and fixed cost support areas. Serves as liaison between program managers and their representatives, the budget division, and other staff offices connected with the budget process, e.g., personnel, accounting, payroll, and procurement.
Prepares applicable portions of command Program Budget and Financial Management reports pertaining to serviced activities. Develops pertinent portion of other miscellaneous financial management control documents and progress indicators such as HQ USAREUR/AMC Management Structure; Program Budget Management indicators; Status of Funds; Quarterly Program Review and Analysis; Data books and other cost analyses/cost comparisons requested by higher headquarters. Performs other duties as assigned.

E&T Levels I and II: not creditable for positions in this occupational series.
E&T Levels III A: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 4 years of job related experience as defined below.
E&T Level IIIB and IIIC: 4 years of job related experience as defined below.
E&T Level IVA: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 3 years of job related experience as defined below.
E&T Level IVD: 3 years of job related experience as defined below.
E&T Level IV B and C: Not creditable for positions in this occupational series
E&T Level V: Completed study in an academic field related to the position, e.g., Wirtschafts-, Finanzwissenschaft, Betriebs-, Volkswirtschaft, or other area that relates to the position; PLUS 2 years of job related experience as defined below.
Job Related Experience: Experience that provided knowledge in budget formulation, consolidating budget estimates, adjusting data on related forms and schedules, identifying, categorizing, and analyzing data in order to relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, maintenance, etc. Experience as an Accounting or Budget Technician/Assistant with the US Forces at the C-6a grade is creditable experience.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Training: Incumbent of the position must complete mandatory training as directed.
* Office Automation skills are required.
* Applicant must be in the possession of a valid driver's license class B.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency Level C1 AND German Language Proficiency Level C1 required.
