Hauptaufgaben Incumbent serves as a senior Transportation Assistant on one of the Teams of the EURO Theater Consolidated Personal Property Shipping Office. Each team is responsible for providing their assigned customers a full range of traffic management services for international shipments of DoD Personal Property, by all modes and codes, on a worldwide basis in both peacetime and wartime. Teams are assigned a specific customer areas and specific general instructions for deliverables. Overall guidance is provided to properly perform overall functions and the incumbent works independently to achieve those goals. Within the team workload is distributed by the incumbent among the team members and monitored for completeness, accuracy and to ensure quality customer support is maintained. Requirements are received primarily via the Personal Property Processing Office, US Commercial Carriers, Carrier Agent representatives and other MACOMS located throughout CONUS, and Europe, (including Italy, Belgium, The Netherlands and Germany). The Transportation Operations Personal Property System (TOPS) is the major automations system employed to accomplish these tasks and incumbent must be expert in all aspects of the systems operation. In addition, the Transportation Assistant may be required to read and interpret various regulations, customer entitlements, manual generation and interpretation of forms, Government bills of Lading, Carrier/Agent invoices, verification with IPRs and local negotiated contracts. Must be familiar with import, export and border crossing requirements at a multitude of worldwide locations. May be required to obtain and maintain Contracting Officer Representative (COR) status. All requirements received off-line are put into the system for further processing. Team members analyze movement options: select carriers, routings and modes; and via various systems issue required clearance and release documentation. The team leader is also responsible for monitoring and managing requirements processed in the automated mode to ensure processing is responsive to customer requirements, and identify opportunities for improving cost efficiencies, providing assistance to customers and working contractor failures. Executes less complex movement requirements assigned by higher graded specialist. These requirements include expertise in TOPS Automation, correct movement of personal property shipments of all types at the best cost to the government to ensure customer satisfaction and any further required processing of shipment documentation. Ensures selection of rate favorable/best service carrier and routing selections from origin to destination. Movements can vary significantly in terms of complexity based on type shipment, required delivery date, general customer requirements, mode/code of service, volumes, special handling characteristics, origins/destinations, available service, and recipient country requirements. Must also be able to verify correct billing charges using applicable guidance, contact, tenders and regulations. Conducts comprehensive review of movements considering delivery requirements, lowest overall cost, contractual requirements, and other mission requirements, and coordinates selections as necessary to ensure a viable shipping plan, and executes appropriate actions to obtain the required transportation services. Monitors executed movements through final delivery to ensure cargo is delivered in accordance with movement schedules and contractual terms. Reports contractor failures to the cognizant Contracting Officer COR in accordance with the Defense Transportation Regulation, Part IV and other guidance provided by SDDC. Exercises approval authority for bookings that are made with other than the low cost carrier in order to meet delivery requirements and or other requirements of the customer when authorized. Assists the Chief, Quality Control Section by scheduling quality control inspections and acting as a liaison between property owners and carriers in the resolution of problems incurred during packing/shipment. Coordinates with local agents and carrier representatives to ensure departure of shipments in time to meet required delivery dates at destination. Maintains workload data and completes required monthly and quarterly performance reports for the Quality Control Section. Performs semi-annual warehouse inspections. Compiles statistical data and evaluates trends in carrier/agent performance. Based on established criteria, takes appropriate action to resolve poor performance, initiates and issues appropriate documents, memorandums and reports concerning carrier performance and records all actions taken in appropriate files. Based on regulatory knowledge corrects inefficiencies on-the-spot as necessary to ensure customer satisfaction. Acts as a focal point for customers authorized to use the Defense Transportation System (DTS) for movement of personal cargo by intermodal transportation on a worldwide basis. Provides technical advice and guidance on all aspects of personal property movements from Europe to worldwide destinations and receipt of shipment is Europe. Assists customers as required, and employs required operating procedures for submitting those requirements, to include modes, codes and formats. Participates in customer assistance visits to identify procedural shortfalls, helps develop remedies and provide on-site training as necessary. When acting as COR and when actual contract performance reveals deficiency trends, visits selected shipping activities to resolve problem areas and determine how contractors/shippers can improve their performance. Participates in workshops and other forums to develop understanding of customer requirements and to exchange information to improve customer service. Resolves problems presented by customers, and recommends systemic and procedural changes to correct shortfalls. Participates in developing policy and procedural changes associated with new transportation trends or systems. Recommends changes to improve user friendliness and operational utility of those systems and remain fully capable of training subordinates as required. Works with carriers and agents on a personal basis negotiating for transportation services. Assists with the planning, developing and then conducting comprehensive traffic management analyses and studies involving movement of personal property. Purpose of analyses and studies is to evaluate and compare options to improve efficiency and cost effectiveness of operations as well as the quality of customer service. Monitors and manages key indicators of performance to ensure that work meets contractual requirements, regulatory requirements and command objectives. Keeps supervisor apprised of adverse trends, and recommends actions to improve performance. Manages the scheduling, receiving and shipping of personal property shipments for storage at the Government Storage Facility located off-site. Ensures 100% accountability of all on-hand shipments and maintains records of all outbound shipments. Performs other duties as assigned.
