Hauptaufgaben Incumbent works under closer than normal supervision at the journeyman level performing assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the next higher grade level. The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of the next higher-level position, PD JJ624330A, and subsequently of the target level full-performance position. Exercises supervisory responsibility for approx. 40 or more subordinate employees. Promotes team building and maintains high morale within the Section. Assigns work to subordinate teams/ individuals based upon such factors as difficulty and volume of work to be performed, availability, priorities, capabilities, and special qualifications of subordinates. Trains subordinates on work requirements, methods, and procedures. Innovates and develops new procedures and provides advice and retraining when problems arise. Reviews work both in progress and upon completion. Plans and arranges work schedules and sets priorities for the accomplishment of work. Oversees attendance and approves Leave. Establishes controls to ensure adequate staffing for mission accomplishment. Interviews, selects and/or approves selections for subordinate positions. Determines training needs and ensures all necessary training, is completed, and maintained to meet operational and administrative requirements. Identifies all non-routine training needs related to employees and advises the Chief and Functional Commander. Conducts on the job training or assures that such training is conducted. Provides cross-training to facilitate the work of the section. Initiates personnel actions and reviews and revises job descriptions. Recommends transfers, promotions, awards, and bonuses for subordinates. Listens and resolves individual and group grievances, serious employee complaints, and differences of opinion, referring unresolved grievances or complaints to supervisor. Recommends and prepares documents for disciplinary actions involving subordinates; provides advice and makes recommendations as to what action should be taken when more serious disciplinary measures are required. Works with supervisor and local Works Council to resolve personnel grievances or serious personnel complaints or problems. Performs other duties as assigned.
