AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as Section Leader over the Estimating and Facilities Inspection Section. Performs In-house Scheduling functions. Serves as alternate Material Coordinator. Conducts meetings when required. Prepares reports and answer phones. The base level of work supervised is C-6a. The Branch is responsible for preparing detailed working estimates for individual maintenance, repair, and/or minor construction jobs to be accomplished by the DPW work force and Integrated Facilities System (IFS) and General Fund Enterprise Business System (GFEBS) and for preparing short form government contract specifications. Support is for a wide range of community activities and facilities including military training complexes; medical facilities; schools; police and detention centers; housing facilities; shopping centers; recreation areas/facilities; food service facilities; airfields; railroads; and ammunition, explosive, and ordnance storage and disposal facilities. Trades and crafts skills for which the Branch is responsible for scheduling include: machinists, welders, carpenters, masons, painters, electricians, plumbers, heating equipment specialists, heavy equipment, road crews, and pest control. Area of responsibility covers the entire USAG Grafenwoehr area of responsibility and may require temporary duty in any part of that area. Planning-Estimating. Incumbent provides inspection of sites for proposed work to determine physical conditions and obtain basic data necessary for planning and estimating major engineering or design work. Discusses proposed work with the using activity to ensure requirements will be satisfied using the most economical solution. Responsible for, the planning of jobs in operational sequence by work elements and crafts so that work may proceed in a logical manner from start to completion. This work is accomplished by applying conventional, well-established engineering practices utilizing guides and precedents, which are generally applicable to the particular assignments. The IFS and GFEBS system is highly utilized. Assignments differ from available precedents to relatively minor respects but require the application of judgment, initiative, resourcefulness and knowledge based on experience. Facility Inspection. Responsible for facility condition inspections of all real property facilities and updating of assets database to provide total list of RPMA deficiencies and dollars required to correct these deficiencies. Prepares manpower and material estimates using engineering performance standards where applicable, and, by extension or extrapolation, develops local standards where Army-wide standards are not available in forecasting of labor, equipment, and material requirements for individual job orders and standing operation orders. Assigns the various components to be inspected by his personnel. Personnel Management. As section Leader, distributes the workload among employees in accordance with established work flow, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy; Keep in touch with the status and progress of work, and make day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisory on problems that may arise, such as backlogs which cannot be disposed of promptly; Instruct employees in specific tasks and job techniques and make available written instructions, reference materials and supplies; Give on the job training to new employees in accordance with established procedures and practices; Maintain a current knowledge and answer questions of other employees on procedures, policies, directives, etc. and obtain needed information or decisions from supervisor on problems that come up: Check on work in progress or spot check work not requiring review and review completed work to see that supervisor's instruction on work sequence, procedures, methods and deadlines have been met; Amend or reject work not meeting established standards, refer to supervisor questions or matters not covered by standards and problems in meeting performance standards; Monitor working conditions such as safety; Approve leave for a few hours or for emergencies; Inform employees of available services and employee activities; Resolve simple, informal complaints of employees and refer others to supervisor; Report to supervisor on performance, progress and training needs of employees, and on behavior problems; and Provide information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. The highest level of non-supervisory work led is GS-09 and/or C1-6A. Performs the In-House Work Scheduling function for work orders from the time they are approved through work accomplishment. Maintains data in Integrated Facilities System, Mini/Micro (IFS-M), S2K, GFEBS, and other systems. Prepares periodic reports as required or assigned. Coordinates with customer, shops, and other installation or Host Nation activities. Conducts scheduling meetings as required or assigned. Performs other duties as assigned.
