Hauptaufgaben Applies a professional knowledge of the principles and concepts associated with the architecture, civil engineering, landscaping architecture, and planning disciplines. Performs duties as a Planner consisting of overseeing the development and implementation of the Commander's future plan for the installation to include briefing installation/tenant staff. The Real Property Master Plan (RPMP) is a series of documents in narrative, tabular, and graphic form that represents the current composition of the Community (e.g., up-to-date installation maps, building registers, utility plans, ongoing and future construction plans). It also has a long-range component, the Future Development Plan (FDP), which provides an orderly and comprehensive plan to support the assigned and projected missions of the community for the next 20 years. The RPMP is the basis for all current and programmed work in the Community. Reviews all requests/plans that affect the Real Property Master Plan such as: construction site requests, renovation plans, and modification of these requests/plans based on sound engineering and planning principles. Incorporates completed work into the Master Plan by directing technicians to: update maps, change building registers, change as-built floor plans, and building demolition plans. Using a highly developed knowledge of professional engineering theories, principles, and practices in civil, as well as electrical, mechanical, architectural, and environmental engineering disciplines, serves as the division coordinator, Geographical Information System (GIS) Engineer, and technical expert in design applications for the Geographical Information Management/Automated Mapping and Facility Management (GIM/AM/FM) system. Directs, and coordinates with US Army Corps of Engineers and IMCOM wide subject matter experts, broad projects and studies relating to GIS platform and software, information architecture, standards, networking, and visual information components. Directs GIS support contractors' personnel, sets priorities, and provides technical guidance on all GIS database related aspects. Operates and supervises GPS survey equipment to verify facility locations. Uses extensive knowledge of equipment and software operations to use and maintain GIS workstation, plotter, and software applications such as ArcGIS 10, MicroStation V8 Computer Aided Design (CAD), Microsoft Access, and Adobe Photoshop. Uses demonstrated knowledge of Army Mapper, geo-databases, and metadata to comply with Army and DoD policies and standards. Promotes GIS technology throughout the DPW and the Garrison. Serves as technical authority for the GIM/AM/FM system to identify and employ the most technically effective solutions to design alternatives. Knowledge of engineering practices will be used to identify tasks which can be accomplished more efficiently and economically through application of computer automation. Coordinates work with others in the Europe Region, Installation Management Command Headquarters (IMCOM-HQ) and the Office of the Assistant Chief of Staff for Installation Management (OACSIM) as required. Directs digitizing existing Master Planning Maps and changes onto CAD and GIS electronic media by technicians or contractors. Ensures site inspections are carried out (either by self or others in the branch) in which as-built plans received from various Contracting Agencies or in-house work are checked against the actual facility for accuracy. Operates GPS survey equipment to create and geo-reference spatial data and to review and evaluate accuracy of spatial data provided by Architect-Engineer firms. Represents the Directorate and other Garrison activities at high level (MACOM or DA) meetings and conferences and makes presentations in support of GIS data management and automation programs. The incumbent participates on tri-service and DA level teams to provide insight and technical expertise in solving complex issues concerning the development and implementation of GIS systems and implementation of CAD/GIS standards throughout the DoD. Serves as division representative, establishing and maintaining liaison between NATO, USAREUR, DODDS, AAFES, and other tenant units as well as local German offices to know their future development plans (e.g., missions, stationing plans, new equipment, new requirements, and new utilities) and determines their effect on the Community's FDP. Presents any change to the FDP to the appropriate community councils (e.g., Real Property Planning Board, Community Sub-Councils, affected units) and obtains their concurrence before the changes to the FDP are placed into the Master Plan. Incorporates the required changes into the Master Plan or recommends alternate changes requested by agencies. Develops Military Construction Data for Major Construction Projects evolving from the FDP involving development which includes determining requirements of using unit, developing cost estimates, citing facility, determining utility requirements. Serves as the technical manager for Master Planning Contracts and GIS contracts. Determines the requirement for Master Planning or GIS contract work and prepares contract scope of work. Acts as liaison between Europe District (NAU), IMCOM-Europe, contractors, and community agencies in implementing these contracts. Represents the Community at all Master Planning or GIS contract meetings. Ensures contract scope is complete and accurate. Ensures the community review and acceptance of the contract work is performed. Performs other duties as assigned.
