Hauptaufgaben
Serves as Chief, Electrical Section. The Section is responsible for planning, coordinating and accomplishing activities involved in the operation, maintenance, repair and improvement of electrical facilities with different voltage levels (up to 20.000 Volt), including electrical lines, transformers, substations, intrusion detection fire alarm systems and the like.
Studies and makes recommendations on which Section programs should be initiated, dropped, or curtailed, the resources to devote to projects and the degree to which programs are to be emphasized. Delegate authority, assures coordination between subordinate units and establishes internal controls. Provides supporting documentation for recommendations to change existing plans regarding electrical systems and equipment. Based on review of plans, progress reports, operating maintenance records, supply and equipment requirements, and inspections, discusses plans, budget, personnel requirements, and priorities with subordinates and personnel of serviced organizations/activities.
Assigns and reviews work through subordinate supervisors. Resolves differences among subordinates and recommends conclusive personnel actions. Analyzes and recommends personnel requirements for the Section. Assures employees are being oriented, received proper guidance and training, understand assignments, and are properly evaluated. Resolves complaints and grievances, and attempts to make satisfactory adjustments. Encourages participation in the suggestion program, establishes safe working practices and eliminates unsafe working conditions. Supports equal Employment opportunity and constructive labor-management relations. Ensures efficient position management and accomplishes position and pay management reviews.
Utilizing professional engineering skills and knowledge and familiarity with the latest technological advances in facilities management, analyzes electrical facilities for optimum efficiency and provides technical data in area of interest to Engineering, Plans and Services Division. Conducts engineering studies of electrical distribution systems, evaluates new materials and techniques to reduce energy consumption and determines operation and maintenance requirements of existing and new facilities to identify budgetary needs and make recommendations on work management programs. Interprets electrical engineering criteria, plans and specifications for in-house projects. Reviews Military Construction, Army (MCA) plans and specifications and confers with architects, consulting engineers and Corps of Engineers representatives on electrical design matters.
Responsible for day-to-day continued reliability of electrical systems supported by the DPW. Develops and executes preventive maintenance programs. Assures that adequate Emergency systems are available and functioning for critical loads. Develops and updates community contingency plans in case of interruption or reduction of commercial electrical power. Insures that adequate electrical supplies and materials are maintained by the DPW organizations for support of the electrical systems.
Performs other duties as assigned.

E&T Levels I thru IV: not creditable for positions in this occupational series.
E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.
• Applicants must be in the possession of a valid driver's license class B.
• Office automation skills required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level B2 AND German Language Proficiency level C1 required.

• Designated duty station is at present Vilseck. The future incumbent may be reassigned to another duty station within the same works council agency and commuting area (within the meaning of the legal ordinance on moving expense in its current version) of his/her present duty station.
