Hauptaufgaben Serves as Engineering Technician and Contracting Officer Representative (COR) for program functional areas pertaining to the repair, maintenance, alteration and construction of buildings and structures, roads, surfaced and unsurfaced areas, railroads and bridges, grounds and civil engineering portions of other in-house and projects performed by various contractors throughout the U.S. Army Garrison Rheinland-Pfalz, Directorate of Public Works (DPW), Kaiserslautern. Serves as a technical liaison between the contractors and the Contracting Officer and coordinates Civil Engineering work. Identifies and evaluates risk potential, determines the extent to which Civil Engineering, physical and environmental conditions comply with required or accepted standards, adherence to the various US Department of the Army (DA) and US Department of Defense (DOD) as well as host nation laws and standards. When requirements of the US standards conflict with Host Nation legal standard or provide a lower degree of protection, the more stringent legal standard will apply regardless of the source. Incumbent is considered the subject matter expert for the civil engineering work and as such is consulted for technical guidance by various professionals from other engineering disciplines. Monitors, reviews, and determines whether the contractor's performance complies with terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements. Notifies the Contracting Officer of violations of labor standard provisions, work that does not comply with contract requirements, and if contractor fails to remove, correct, or replace rejected work. Initiates corrective action ensuring that all defects and omissions are corrected or complete and that the contractor provides formal proposals for contemplated changes. Maintains effective surveillance of the contracts for compliance with the Quality Assurance Surveillance Plan (QASP) and initiates changes in surveillance methods. Performs inspection of delivered construction, repair and maintenance work or services and certifies receipts for payment purposes. Serves as an organization's expert on any matters regarding acceptability of contractor completed work. Determines that Government furnished Property (GFP) under the contract is properly maintained in satisfactory condition and that it is used to its designed intent. Points out inadequate procedures. Coordinates action in response to contractor's request for use or revision of existing equipment and facilities belonging to the Government. Maintains effective working relationships in the assigned functional areas. Provides contract personnel with interpretation and explanation of specifications, requirements, and terms and conditions as they relate to the contract. Serves as the point of contact between the contractor and customer. Holds informal and formal meetings to discuss issues as they relate to contract performance. Identifies causes of problems and recommends corrective action. Recommends changes to increase the efficiency of support. Reviews, interprets and applies guidance described in regulations and publications related to contract operations. Interprets, formulates and disseminates technical guidance relative to performance, utilization, operation and maintenance functions including reporting requirements. Maintains contract file system from development, pre-award, post-award, and termination or closure. Maintains a file for each assigned contract to include specific material, i.e. letter of designation, documentation of COR duties/responsibilities, COR appointment letter, complete copy for the contract, Quality Control Plan (QCP), Quality Assurance Surveillance Plan (QASP), COR nomination, appointment, and termination memos, all orders and contract modifications. Prepares and maintains technical and administrative reports on contractor's performance, violations and deficiencies noted and submits monthly reports to the Contracting Officer. Maintains files of all surveillance, correspondence, sample determinations, and other pertinent contract data. Reviews and forwards the contract's schedule, reports, records, and technical data to the Contracting Officer for acceptance or rejection. Reviews and verifies the contractor invoices, determines the government's agreements or non-agreements with the contractor's percentage of physical completion for progress reports and cost vouchers. Enforces all safety, health, and environmental requirements. Rates Contractors Performance via Report to the Contracting Agency, the Contractor Performance Assessment Rating System (CPARS) and Procurement Integrated Enterprise Environment (PIEE) System. Must be familiar with the Contractor Manpower Reporting Application System (CMRA). 50% Performs other duties as assigned.
