Hauptaufgaben As a professional engineer the incumbent is responsible for the planning and review of projects and studies prepared by in-house personnel, Engineer (AE) firms in the field of electrical engineering requiring the application of broad knowledge of diverse engineering concepts and procedures sufficient to review or carry out a wide range of engineering studies and assignments. Provides professional engineering design support in the field of electrical engineering that include design projects for construction, extension, modification and rehabilitation of electrical systems for US Army facilities. These consists of power and light distribution systems, transformer stations, stationary and mobile generating plants power for heating plants, intricate security power supply requirements, remote sites, computer systems and automatic data processing systems. Gathers technical data, measurement and related project support information and coordinates the preparation of pre-design and design of projects including detailed specifications, layouts, single line sketches, cost estimates, list of material and labor and location of existing utility lines and plants. Analysis and designs are based on a thorough and diversified knowledge of engineering principles and practices and the scientific and economic aspects of this specialized field. Develops studies and alternate solutions to the problems, preliminary and final designs, technical specifications and cost estimates. Meet with project proponents to assure that their needs will be attained. Analyze the various methods of solution from technical and economic standpoints and renders final decision on the most feasible solution. Evaluates manufacturers proposed products and devices and determines acceptability for use as standard throughout the command. Provides technical advice and recommendations as required during construction. Interprets design criteria and provides technical Inspection as needed by the Contracting Officer Representative (COR). Investigates, analyzes and develops the technical requirements of project for design by private engineering firms, makes appropriate site investigations, project design. Projects and concept studies include work for all types of electrical facilities and systems as noted in previous paragraph for project design. Determines feasibility and applicability of AE concept studies or detailed design; considers related areas and branches of engineering and technological advances; discusses complex problems and independently makes all decisions as to the technical, economic and practical aspects of the project. Technically reviews project plans and specifications prepared by AE firms for maintenance and repair and new construction of electrical facilities and systems. Projects include work on all types on US Army facilities including complex designs for electrical supply to housing areas, maintenance facilities, heating plants, airfields, emergency power stations, computer systems, converters and intricate alarm and security systems. Reviews are made of projects from all US Army fund sources and Include MCA projects for major operational facilities and tactical sites. Considers all engineering aspects Involved to ensure technical adequacy and economy, which requires years of practical engineering experience, and understanding of scientific principles and profound knowledge of technical practices, initiative and original thinking. In addition to given data, gathers other supporting information during field surveys, investigations and contacts facility engineers, family housing managers, facility requirement programmers, requesting units, German government authorities etc. which may affect given technical requirements and the extent and character of proposed construction. Considers the comparative costs and technical characteristics of alternate material. Coordinates with reviewing engineers of other fields to integrate positions corrected or developed by them. The engineer has sole responsibility for functional and technical features of each project and has the final decision on all aspects. Technically approves plans and specifications. Performs other duties as required.
