Hauptaufgaben As an experienced engineering technician, plans, completes and performs complex project assignments of unlimited scope in the area of mechanical/electrical engineering design for rehabilitation, major repair, alteration, specification and construction of projects in all mechanical/electrical engineering disciplines. Level of work is comparable to professional engineering work and requires long years of subject matter experience. Handles entire projects or segments of larger projects, performing analytical studies, requiring initiative, resourcefulness creativity and sound engineering judgment. Coordinates designs with engineers and technicians of other engineering disciplines. Coordinates and integrates specification development and writing of items pertaining to other engineering fields, incorporates specifications of own field into projects of other engineering disciplines. Reviews work requests and other basic material, studies existing plans and performs field investigations to determine nature and extent of work operations involved, time required to complete and phase, and equipment required. Performs field surveys to obtain technical data about existing conditions to support conceptual design process. Considers requirements concerning host nation construction and environmental regulations. Studies agency construction standards, manufacturer's bulletins, technical journals, various engineering standards and regulations (host nation and US Army). Adapts techniques and methods and uses experienced engineering judgment. Recommends alteration of project if more suitable to functional requirements or more economical. Calculates heating, cooling and electrical loads, capacities and other mechanical/electrical engineering aspects. Prepares detailed designs and specifications for bidding action and computes cost estimates in accordance with given and calculated factors. Ensures accuracy completeness and clear presentation of figures and data to avoid misunderstandings by bidder. Presents completed project documents to supervisor for review and submission. Independently performs all aspects of Contracting Officers Representative (COR), and Technical Manager of Garrison Installed Equipment Contracts. Conducts Life Cycle Cost Analysis to establish and maintain a predictive maintenance schedule, and projected equipment replacement. Maintains a comprehensive equipment inventory, and ensures consistency with Real Property Records. Prepares all technical support documentation IAW IMCOM-E standards. Performs COR duties, and Technical oversight for active Installed Equipment service contract activities to include all electrical, mechanical, building, and operational requirements. Prepares and defends future year contract budgets. Ensures Installed Equipment operates within 95% of design capacities in keeping with Federal Energy Standards. Ensures scheduled equipment replacements conform to Energy Star rating, or their technical European Equivalent. Develops and prepares cost estimates of materials and man-hours to be used in execution of projects from construction specification statements of functional requirements or requestor's need, drawings or similar material for budgeting, planning approving contracting and other purposes related to function of projects and plans services. Analyzes costs of completed projects and studies supply catalogues, cost and other pricing quotes of respective trades. Devises and recommends cost cutting expedience by selecting from alternative materials and construction methods. Visits and inspects construction worksites to ensure compliance with plans and specifications, to check on work progress and on problems encountered. Provides recommendations on solutions of construction problems not anticipated during project design and development phases. Suggests minor deviations from specifications on the job site, pending a contract modification, refers major discrepancies with recommendation for elimination to supervisor for further action and decision. Participates in final acceptance and warranty inspections. Perform other duties as assigned.
