Hauptaufgaben Incumbent assists the Chief, O&M in planning, development, coordination, and determining maintenance, repair, and minor construction on electrical/mechanical systems throughout the Garmisch Army Military Community. The duties require a practical knowledge of electrical/mechanical practices and principles, as well as analytical skills and the ability to interpret statistical documents. Uses automated systems to maintain records and to generate reports, spreadsheets, and charts. Requires a practical application and familiarity with all types of trades, and craft knowledge specific to painting, electrical work, hydraulic work, steam fitting, carpentry, woodworking, sheet metal work, welding or similar construction type activities as these relate to the handling and processing of facilities or equipment in-house repair and alternate thereto repair and maintenance work order requests. Nature and scope of work involves changes to buildings and electrical/mechanical systems; cranes and hoists treatment, maintenance and operation of heating systems, distribution systems, fuel systems, pumping stations, ventilation systems, hot air blower systems, air conditioning systems and other mechanical equipment and systems, or combination of these. Additionally, the scope includes EMR (Equipment Maintenance and Repair, including refrigeration and mechanical ventilation systems, and fire prevention, electrical, electronic, heating mechanical and commissary equipment and repair/minor construction of facilities/structures) contract administration, to include validating, maintaining, and updating appendices and databases and statements of work, verification of work accomplished, and recommending additional work required. Responsible as contracting officer representative, including negotiations with local officials and authorities, such as German TUEV etc., air conditioning and electrical power systems, cooling and refrigeration systems, compressors, mechanical ventilation, fire prevention, electronic and mechanical systems. Ensures economical maintenance and repair work of assigned systems and services related to the operation and maintenance, installations, and connected machinery or the required operation and maintenance contracts for services. Reviews and consolidates operational and maintenance reports from operating logs and maintenance records or work schedule. Develops surveillance techniques and procedures to use in inspecting and evaluating work performed under contract to determine efficiency, effectiveness and conformance with established standards (PWS). Ensures evaluation methods provides systematic and equitable review appropriate to the service; Evaluates with recommendations for acceptance/rejection to Contract Officer. Submit reports of documented instances of unacceptable contractor performance and contractors failure to comply with contractual provisions. Ensures adequacy and progress of work commensurate with amounts requested per contractor invoice. Serves as the government coordinator between contractor and CO to resolve and clarify any discrepancies, which may occur in the course of contract accomplishment. Ensures that the role of the government is not jeopardized in day-to-day relations with the contractor and that the government's best interests are represented. Establishes preliminary plans or sketches for discussion with supervisor or subject matter experts. Serves as project manager and Contracting Officer Representative (COR) for selected projects and as such, independently prepares project specifications and necessary documentation for submission to the servicing contracting office, and oversees the design and construction of such projects. As required, determines warranty application for subsequent deficiencies. In all phases of work involvement, consideration is given to energy conservation, environmental, occupational safety, and health regulations. Reviews and studies plans of drawings for maintenance type projects and makes interpretations of same, referring unique, unusual aspects for discrepancies in drawings or specifications to supervisor. Checks plans, specifications, drawings, cost estimates and other supporting material for completeness, consistency, and adequacy in accordance with existing requirements. Assists in technical matters of design deficiencies and in the preparation of original designs for electrical/mechanical systems. Conducts studies and inspections requiring engineering review and guidance. Advanced journeyman trades and crafts experience that provided intensive knowledge of engineering principles, techniques, methods and precedents is a prerequisite, e.g., experience as a technician, instructor, inspector, or mechanic that shows progression in theoretical and practical knowledge of the area of specialization of the position.
